Provides expertise in calibrating, troubleshooting, maintaining, installing and repairing complex state-of-the-art digital and analog electronic and industrial equipment typically found in power plants. Performs maintenance, repair, calibration, installation and reading of various meters, controls and control systems, gauges and a wide variety of industrial process instrumentation utilized for the production and control of steam and chilled water in the Capitol Power Plant (CPP) system.

Responsibilities:
This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Director Utilities and Power Plant Operations, Assistant Director Engineering Division, Instrumentation and Controls Branch.
As an assistant supervisor, performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload using various computer software systems. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Counsels employees on problems and adjusts informal complaints through discussions with employees. Initiates proposals for formal disciplinary action as needed. Promotes a positive work environment and the participation of employees in such programs as the suggestion program.
Maintains production reports and records. Provides expertise in calibrating, troubleshooting, maintaining, installing, and repairing complex state-of-the-art digital and analog electronic and industrial equipment typically found in power generation plants, heating steam plants, and chilled water plants. Performs maintenance, repair, calibration, installation, and reading of various meters, controls and control systems, gauges, and a wide variety of industrial process instrumentation utilized for the production and control of steam and chilled water for the Capitol Power Plant (CPP).
Maintains, adjusts, calibrates, troubleshoots, and repairs electronic, pneumatic and digital control mechanisms (e.g., level and pressure transmitters, oxygen analyzers, continuous emissions monitoring systems, relays, valve positioners, power drives, pneumatic and electric motor operated valves, pressure controllers, and similar mechanisms); refrigerant leak detectors; emissions monitoring equipment; and electromechanical control mechanisms (e.g., water softener and de-alkalizer control panels, automatic poppet valves, and cycle flow valves).
Utilizes a thorough knowledge of and compliance with all OSHA and Office of Congressional Workplace Rights (OCWR) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that all direct reports are properly instructed on the use of required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.
Maintains, calibrates and updates the industrial process instrumentation currently located in the steam and chiller plants. Maintains all instrumentation and completes regular calibration of all chilled water plant instrumentation including chillers, cooling towers, condenser and chilled water supply pumps.
Performs the duties of a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR) in managing contracts for major maintenance or repairs to critical control systems.
