Position Title: Therapeutic Foster Care Program Manager
FLSA Status: Full Time Exempt
Required Travel: Local Moderate to High 30-90%
Salary Range: Hiring Range $44,179.20 to $48,275.80 per year DOQ

Position Summary
The Therapeutic Foster Care Program Manager oversees the Ariel Therapeutic Foster Care (TFC) program including: programming, budget, employees, clients, foster homes and group centers. The Program Manager will provide clinical supervision and oversight to the foster care team.
Essential Duties and Responsibilities
- Provide day to day supervision of the program/duties and employees of the department supervised, including participation in the preparation of and adherence to the department’s budget.
- Provide direct supervision of employees within the department. Responsible for hiring and termination; interviewing, selecting and training new employees; setting employee work hours & scheduling; handling employee complaints and grievances - with a means of resolution; conducting performance appraisals; preparing and/or recommending disciplinary action or corrective action plans; providing ongoing training; preparing and/or making recommendations for termination or recommendation for advancement of employees.
- Recruit, train and monitor foster homes.
- Develop, implement, and maintain Agency wide Standard Operating Procedures for the department supervised and compliance with program specific regulations.
- Review, approve and process all referrals and documentation per contract policies.
- Generate and approve monthly billing.
- Coordinate with Counties and other referral sources to provide timely and effective services.
- Develop relationships and coordinate services with the community and partnering agencies.
- Ensure compliance with professional and ethical standards. Ensure charts are audit ready.
- Provide consultation and collaboration with other programs.
- Promote growth and program development.
- Monitor and measure outcomes to assure program effectiveness and client satisfaction.
Required Knowledge, Skills and Abilities
- The ability to effectively communicate verbally and in written format in both individual and group settings.
- Ability to be flexible, and able to change direction rapidly.
- Ability to work independently, prioritize workload, complete a wide variety of tasks in a timely and accurate fashion and direct others, as needed.
- Must be available outside of traditional office hours including nights, weekends, and holidays as necessary to perform the functions of the position.

- The ability to be a positive role model, ensuring accountability and growth through mentoring, supporting, coaching and supervision.
- Strong computer knowledge.
- Strong knowledge of the child welfare system.
- Ability to exercise independent ethical judgment within the scope and boundaries of the program, the Agency’s Standard Operating Procedures, and Federal, State and Local Rules and Regulations regarding program operations.
- Ability to organize and present case material in a concise written manner.
- Knowledge of human development with regard to major milestones of development, normal development parameters and commonly regarded devices to measure such.
- Knowledge of major psychotherapeutic approaches with the ability to work in a variety of treatment modalities with children and families.
- Knowledge of family dynamics with regard to communication, interactions, and general functioning as well as parenting skills and intervention techniques.
- Ability to provide reliable, insured transportation for self and others through the community served.
- Knowledge of community resources (social, public agency, and information) in order to assist families in accessing these resources.
Highly Desired: Bilingual/Bi-literate, preferably in Spanish.
Education Requirements
Required:
- Master’s degree in social or behavioral sciences.
OR
- Bachelor’s degree in a social or behavioral science, and,
- Two years experience supervised by an individual with a MSW or other Master’s Degree in the social or behavioral sciences.
Preferred:
- Master’s Degree and more than 3 years direct experience in child welfare.
- Additional experience with supervision in child welfare.
LCSW or LSW

- Structured Analysis Family Evaluation (SAFE) Certification
- CPR, 1st Aid
- Safety Care
- Critical Incident Reporting certification
- Valid Regular Driver’s License, with acceptable driving record.
- Informed Supervision
- Brief Suicide Intervention Technique certification
Supervisory Responsibilities
Supervises the TFC Supervisor, Licensing Specialist, all TFC Case Managers and Aides, as well as TFC Independent Contractors.
