This position offers the ability to work a hybrid remote work schedule.
Job Summary:
This position will perform financial functions related to the quarterly manual processing of HEALTHII payments to health plans using Health Care Investment Fund (HCIF) funds as State Match. This position also will prepare quarterly transfers of State Match capitation expenditures to the HCIF allocated to the appropriate eligibility categories.
Under limited supervision, this senior level accountant position works independently applying knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, Financial Accounting Standards Board (FASB) announcements, Federal and State laws, regulations and policies governing AHCCCS' programs, State Accounting Rules (Arizona State Accounting Manual), and AHCCCS policies and procedures. This position applies basic principles, concepts, practices, methods and techniques of governmental accounting focused on accounts payable as well as cash and accrual accounting. Also, this position has substantial knowledge of the methods and techniques of development of data processing related to large financial systems. Finally, this position has knowledge of financial research methodologies.
Major duties and responsibilities include but are not limited to:
Knowledge:
Minimum: Bachelor's Degree in accounting or closely related field required; Two years experience in accounting or equivalent.
Preferred: Experience in government/fund accounting.

Major duties and responsibilities include but are not limited to:
- Communicate quarterly with DHCS staff to obtain dollar amounts and due date of the quarterly manual HEALTHII directed payments to the health plans. In addition, this position will manually enter and process these HEALTHII payments into AZ360, the State accounting system. Notify DHCS staff of the payment date for the HEALTHII direct payments.
- Calculate monthly requirement of capitation component based on date of payment member months. Prepare quarterly transfers of State Match capitation expenditures to the Health Care Investment Fund (HCIF) to the appropriate eligibility categories.
- Utilize AZ360 Business Intelligence reports for the monthly reconciliation of HCIF fund.
- Monitor and report on HCIF revenues and expenditures utilizing InfoAdvantage reports, ensure HCIF and Hospital Assessment funds are not integrated.
- Assist Financial Operation Administrator with creating and revising any Health Care Investment Fund standard work procedures, completion of ISA and IGA transfers, and assist with special projects.
- Prepare quarterly transfers of State Match administrative expenditures (payroll and consulting) to the Health Care Investment Fund utilizing a maximum of 1% of the assessment dollars.
- Analyze the appropriateness of the quarterly invoicing amount in relation to payments to ensure the invoicing amounts are adequate. Report on any potential cash flow issues.

Pre-Employment Requirements:

- Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
