Human Resources announces an opening for the position of Assistant Director in the Safety, Security, Risk, and Emergency Management Department. This is a P-13, twelve-month position.
SUPERVISION: Reports to the Director of Safety Security, Risk and Emergency Management (SSREM). The incumbent independently plans and carries out work, makes decisions and recommendations, keeps the Director informed and brings particularly complex or sensitive issues or problems forward for guidance or resolution. Work is reviewed in terms of quality, quantity, timeliness, customer service, adherence to requirements and other factors. The work directly, indirectly and significantly impacts security of students, staff and users of APS facilities and grounds. Direct reports to this position include a Security Specialist, Locksmiths, and contractors or vendors associated with APS property security. The incumbent also provides guidance and oversight to other employees in the department at the direction (or in the absence) of the Director.
RESPONSIBILITIES:
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties) • Leads and manages Arlington Public Schools' physical and digital access control programs • Ensures integration of all critical components of physical and digital security systems and programs, such as a visitor management system, video surveillance and monitoring, access control systems, master key control system, and emergency/security communication systems • Oversees the implementation, maintenance, and use of enterprise-wide video surveillance (CCTV) system (including physical building and vehicle cameras), access control systems (keys and digital access devices), intrusion detection systems and equipment, security communication equipment, and related matters • Evaluates and recommends upgrades, modifications, expansions, and future plans related to video surveillance, access control systems, intrusion detection, and related technologies • Supervises, trains, mentors, and guides direct reports in the department, as well as mentors and guides other staff within the department and in other related units of the school division • Collaborates with others throughout the school division and with stakeholders outside the division to define, implement and coordinate a comprehensive program of security and safety on APS property (including school buses) • Reviews school facility plans (existing structures and planned structures) and inspects existing school buildings to identify security concerns • Provides security-focused input for operating and capital budget proposals • Prepares and maintains detailed reports and event files consistent with state and county regulations, APS policies and procedures, and generally accepted practices related to school security and safety • Stays abreast of developments and trends in security technology and techniques • Represents the department and serves as the Director's designee as requested or needed
EXPERIENCE:
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and skills in • Security planning and operations to coordinate security and protection thousands of people at dozens of geographically dispersed facilities • Principles, concepts, and methods of applicable security/computer technology and its most effective and efficient utilization to support the safety and security needs of APS • Modern electronic security systems, including access control, video surveillance, and intrusion detection devices • The installation, maintenance, and integration of security, intrusion, fire detection/alarm, and closed circuit television systems, including devices installed in buildings, school buses, and other school division property • Visitor management practices, including laws associated with visitors on public property and restrictions for k-12 property • Evidentiary process and protocols for video recordings in a k-12 public school environment • Advanced reporting functionality and integration with other security products with intrusion detection • FCC requirements for UHF, VHF, 800 and 700 mhz radio networks • Oral and written communication, including expressing information to diverse audiences so they will understand and, at times, be convinced or persuaded • Interpersonal skills to interact with contacts in a businesslike, customer service-oriented manner by establishing and maintaining effective working relationships and working in harmony with supervisors, staff, students and the general public • Training and education techniques sufficient to lead the development and implementation of a comprehensive instruction program covering security operations and emergency procedures and response for APS personnel • Budgeting and financial management practices and procedures in a public school environment • Computers and modern office suite software, and radio and telecommunications devices to carry out the essential functions Ability to: • Implement regulation-driven practices regarding security and access control measures • Select, organize and logically process relevant information to address security situations • Respond to emergency calls (including false alarms) throughout Arlington County and serve as needed in an event (from APS response team leader to member) • Rapidly acquire knowledge of the schools and other facilities of APS and related demographic and geographic information in sufficient breadth and depth to plan and coordinate security and emergency response • High ethical standards
QUALIFICATIONS:
MINIMUM EDUCATION, TRAINING AND EXPERIENCE Bachelor's degree from an accredited college or university in a field pertinent to the essential functions of the class (or equivalent combination of education, experience, and training). At least five years of progressively responsible experience in physical security systems and technology or a related field, including at least two years in a lead or supervisory capacity. LICENSE/CERTIFICATION: Possession of an appropriate, valid vehicle operator's license required. Certification as an electronics technician or electronic security technician required. Credentials as a physical security professional or certified protection professional desired.
