Around the Clock Support Services is a 24-hour residential agency located in Marion County that provides continuous care and services to adults with intellectual/developmental disabilities in a home environment designed to enhance an individual's quality of life. We are largely dedicated to our clients and staff. We are currently seeking a full-time Residential Program Manager in Salem, Oregon. Our homes are run 24 hours a day, with Residential Program Manager typically working between 8:00AM – 5:00PM, with some occasional flexibility.

QUALIFICATIONS AND BACKGROUND/EXPERIENCE:

  • Must be at least 23 years of age.
  • 2 full years of experience working with individuals with intellectual/developmental disabilities in a care home setting (preferred); 1 year of managing 10 employees in a care home setting is preferred.
  • Must have at least 3 verifiable good references from prior work experience related to this line of work.
  • Current Driver’s License.
  • First Aid and CPR certification.
  • DHS Fingerprint and Background Check compliance.
  • Able to read, write, understand, and communicate in English.
  • Computer literate (Word, Excel, Outlook, Internet)
  • Can make a commitment to be meaningful to a resident’s life.
  • Can participate in pre-service training about your new job.
  • Respect resident and families.
  • Can accept the temporary nature of 24-hour programs
  • Have flexibility and a sense of humor.
  • Can participate in training classes.
  • Can demonstrate that you are a creative problem solver and have good listening skills.
  • Must not have any founded allegations of abuse of a resident/child, etc.
  • Effectively able to conduct & document fire drills quarterly per Oregon Administrative Rules (OAR)

CORE RESPONSIBILITIES:

The Residential Program Manager provides oversight of the day-to-day operations occurring within their designated programs. This position is responsible for training and supporting Direct Support Professional (DSP) staff and the program's residents in accordance with generally accepted care principles, regulatory requirements, and Around the Clock Support Services goals and objectives.

LEADERSHIP

  • Communicates organization and program goals, safety practices, and deadlines with Direct Support Professionals (DSP).
  • Responsible for motivating and training Direct Support Professionals (DSP); assesses performance evaluations and develops training goals accordingly.
  • Identifies, assesses, and responds to internal and external resident and program issues that affect the organization.

FINANCIAL - PROGRAM SPECIFIC

  • Responsible for maintaining program specific and client specific finances within the program.
  • Reviews financial ledgers/books and all receipts for accuracy, justification, and to safeguard against misuse or mismanagement of resident funds which includes but is not limited to the following:
  • All items are reflected in the ledgers
  • All receipts are present
  • All Direct Support Professionals (DSP) have signed the signature key ▪ Monetary count is correct.
  • Consolidates financial records monthly and files records accordingly within the program for the individuals.
  • Ensures proper items are added to the resident’s personal property record with their specific receipt reflecting purchase.
  • Deposits funds into their corresponding accounts within the home each month for individuals being served, as needed.

EMPLOYEE MANAGEMENT

  • Provides individualized ongoing training, coaching, and counseling for all Direct Support Professionals (DSP) within their program(s).
  • Completes core competencies in-home (Tier 1 and 2) with all Direct Support Professionals (DSP) upon hiring.
  • Completes employee performance reviews for all Direct Support Professionals (DSP) within their program(s), as well as plans of improvement with guidance from HR.
  • Participates in management meetings, as needed
  • Provides disciplinary action for all Direct Support Professional (DSP) within their program(s) as needed.
  • Leads monthly or quarterly staff meetings and trainings as needed to ensure program efficiency and competency is met.
  • Provides coverage for day shift Monday through Friday (vacancy, sick, PTO. Other).
  • Acts as Emergency contact after 5pm Monday through Friday.
  • Participates in the hiring and firing process with HR to ensure adequate staffing for assigned program(s).
  • Conducts program-specific new hire orientation employee training and submits to office.
  • Coaches and mentors Direct Support Professionals (DSP) as appropriate to improve performance.
  • Trains all Direct Support Professionals (DSP) on Therap, and provides ongoing continual training as needed.

MAINTAINING HEALTH & SAFETY

  • Inspects the general structure of the home to ensure the home is aesthetically pleasing to the senses and does not have any health and/or safety violations at least twice weekly, or more frequently if errors are persistent.
  • Provides administrative reviews on all incident reports and ensures reports are submitted to the CDDP within 5 days of incident. Administrative reviews need to be completed within 24 hours (1 business day), and any serious GER’s need to have administrative reviews completed within 8 hours of incident.
  • Completes maintenance requests via online spreadsheet under assigned program(s) as needed.
  • Responsible for completing Health and Safety Checklists within the program are performed monthly in accordance with the OAR’s and are submitted to the Director for review.
  • Responsible for ensuring the monthly fire drill is completed in accordance with the OAR’s monthly.
  • Responsible for conducting monthly reviews of programs emergency preparedness plans and supplies and uploads updates to the Google Drive.
  • Responsible for completing the program vehicle (s) maintenance checklist and all supporting documents monthly for safety and compliance; uploads to Google Drive monthly or more as needed.
  • Responsible for completing SDS (Safety Data Sheet) reviews quarterly and documents reviews (January, April, July, and October).
  • Completes maintenance requests via online spreadsheet under assigned program.
  • Responsible for designating and supervising DSP to be on the safety committee and attend safety committee meetings monthly or as needed.
  • Responsible for completing the program inventory checklist monthly and uploads to Google Drive
  • Responsible for completing COVID-19 or pandemic cleaning products/PPE inventory requirements.
  • Responsible for the following OAR’s for licensing:

a. 411-325-0130: Food and Nutrition

b. 411-325-0140: Physical Environment

c. 411-325-0150 General Safety

d. 411-325-0220: Individual Furnishings

e. 411-325-0250: Fire Drill Requirements and Fire Safety

f. 411-325-0260: Individual Fire Evacuation Safety Plans

MEDICAL

  • Responsible for checking in cycle medications monthly or more as needed by reviewing medication and Medication Administrative Records (MAR).
  • Contacts pharmacy and/or doctors for errors/changes/clarification to medications or orders as needed.
  • Responsible for reviewing Medication Administrative Records (MAR) every day to ensure accuracy and safeguard against medical administration errors or errors in documentation.
  • Ensures all medications and treatments are being administered per MD order by checking all MD orders against the current MAR daily, more frequently if errors are persistent.
  • Ensures all medications and treatments to be administered are signed.
  • Responsible for reviewing any PRNs (as needed medication/treatment) administered by noting the date, time, what the medication was given for, and the follow up result at least twice weekly, more frequently if errors are persistent.
  • Responsible for ensuring Direct Support Professionals (DSP) provide documentation for any/all medication administration errors or irregularities.
  • Reviews to ensure that they are appropriately documented.
  • Conducts follow-ups with Direct Support Professionals (DSP) regarding all medical appointments for residents to ensure proper documentation is secured within the home and implemented accordingly.
  • Responsible for ensuring all appointments, including but not limited to medical, counseling, vision, and dental, are being scheduled and attended.
  • Attends medical appointments for residents.
  • Oversees all medications, including but not limited to PRN’s for expiration dates.
  • Completes medication reviews twice monthly, and uploads to Google Drive.
  • Examines resident records throughout the week to ensure resident documentation is occurring as written in each resident's individual support plan (ISP) and positive behavior support plan (PBSP) at least twice weekly, more frequently if errors are persistent.
  • Continually follows all protocols for each individual while being aware of the fatal 5 (Dehydration, Constipation, Aspiration/Choking, PICA and Seizure).

DOCUMENTATION

  • Responsible for reviewing resident records throughout the week to ensure resident documentation is occurring as written in each resident's individual support plan (ISP) and positive behavior support plan (PBSP) at least twice weekly, more frequently if errors are persistent including but not limited to:

▪ Behavior Data tracking

▪ GER’s

▪ T-log

▪ Intake/Elimination

▪ ISP Data

▪ Vitals

▪ Time Tracking

  • Completes End of Month Summaries including all supporting documents for individuals within designated program(s) and submits to Client Coordinator for review.
  • Responsible for the implementation of all Individual Support Plans (ISP), Safety Plan and corresponding support documents for each individual (s) within the designated programs
  • Maintains meeting notes for reference during Team Meetings and sends them to the Agency Coordinator.
  • Responsible for drafting change forms and updating documents when changes are made/necessary and sent to Agency Coordinator for approval.

SCHEDULING

  • Responsible for maintaining designated program scheduling weekly and publishes accurate scheduling reports at least one month in advance.
  • Responsible for assigning and creating functional staff schedules for all Direct Support Professionals (DSP) to ensure efficiency and competency.
  • Responsible for ensuring the tracksmart schedule matches the time clock.
  • Responsible for completing Staff Assignment for designated individuals within each program with the Residential Lead Supervisor.
  • Approves/Deny swap shift requests weekly, at minimum.
  • Sends Direct Support Professional (DSP) Paid Time Off (PTO) requests to Staffing Coordinator before approval/denial for Paid Time Off (PTO) accrual balance.
  • Responsible for ensuring all appointments, meetings, trainings are added to Google calendar and Therap.
  • Understands that 80% of the job is direct support care (DSP) work as a requirement to cover PTO, call outs, staffing shortages, and role modeling for the current or new direct support staff as needed.

OTHER DUTIES AND RESPONSIBILITIES

  • Attends liaisons with case managers (CDDP) or ISP Teams.
  • Participates in one-on-one conversations with residents for quality assurance monthly, submitting conversation via Therap T-log. .
  • Completes and sends in Verifiable Time Records on Google Drive.
  • Designated by the President to be contact for all emergency protective physical interventions used in any of the programs.
  • Responsible for developing program menus and weekly grocery shopping for specified programs
  • On Call for weekend rotations Saturday 4am through Monday 8am, including sending out email on Friday by 3pm (if on call) asking for weekend information, and then sending detailed email of what happened over the weekend on Monday 3pm.
  • On call for holiday rotations, including sending out email the day before asking for holiday information/plans, and sending detailed reports of what happened over the holiday the following morning.

Physical Demands:

  • May be required to lift up to 50 lbs.
  • Requires basic office work, including sitting, walking, climbing stairs, kneeling, bending and operating office equipment that is hand operated.
  • Driving required – must have valid driver’s license with no more than two moving violation; proof of automobile liability insurance when driving personal vehicle.

Work Environment

  • While doing this job the Residential Program Manager could be exposed to infectious waste, diseases, and body fluids, which can contain AIDS and Hepatitis viruses.
  • Chemical exposure is limited to cleaners, disinfectants, and personal care items.

Pay: $56,000.00 - $58,933.16 per year
