JOB PURPOSE

To ensure that all Repair Station maintenance operations are accomplished within the Company’s Quality System and Regulatory Requirements (e.g. FAA, EASA, TCCA, NAA, ISO 9000, etc.). Additionally, develop, direct, and coordinate the Quality Control Department. Oversees the planning and lay out of details of inspection standards, methods and procedures used by the Repair Station in complying with applicable Federal Aviation Regulations, other regulatory agencies regulations and requirements, manufacturer’s specifications and recommendations. 

 

WORKING CONDITIONS

Physical Demands: Requires sitting or standing for extended periods of time.  Requires frequent walking, bending, stooping, squatting, climbing, and reaching above shoulder level. Requires occasional crawling, crouching, kneeling, and balancing. Requires frequent lifting, carrying pushing or pulling weight up to 10 pounds. Requires eye-hand coordination and manual dexterity.  Requires corrected vision and hearing to normal range.

Equipment Operated:  ladders, stands, hi-lifts, flashlights, magnifying glasses, standard office equipment.

Work Location: MZJ, TUS and ROW Office, hangars, shops, Flightline/Storage.

Potential Hazards:   Exposure to high intensity noise levels, changes in temperature, materials identified on Safety Data Sheets, working at heights or around moving machinery.

Protective Equipment Required:  Goggles, safety glasses, face shields, ear protection, aprons, gloves, safety harnesses, breathing equipment.

 

JOB DUTIES AND RESPONSIBILITIES

Essential Job Functions:

  • Identifies, recommends procedure changes or training requirements based on audit findings / responses.
  • Reviews operations quality performance to provide analysis and obtains corrective actions where necessary.
  • Prepares or reviews all necessary quality reports as required by regulatory agencies, customers and staff personnel.
  • Provides interface and support to customer quality concerns to facilitate responsiveness to customers.
  • Generates or implements defect-reduction activities.
  • Establishes and implements quality awareness programs and develops systems to track and report results. 
  • As FAA Liaison, is responsible to the Federal Aviation Administration and other regulatory agencies to ensure that all Repair Station maintenance and operations are accomplished within Ascent Aviation’s FAA accepted RSQCM or applicable regulatory agency guidelines such as the EASA, TCCA, etc. for which the Repair Station is rated.
  • Evaluates, implements or changes the company manuals including the:  FAA RSQCM, EASA MOE, Training Manual, NDT Manual, Standard Operating Procedures Manual, Capabilities Manual, NDT Manual, Repairman Certificate Manual, and Master Certificates Manual to ensure regulatory compliance and to establish clear and concise guidelines for all Repair Station personnel in the performance of maintenance.
  • Ensures a quality audit system exists that reviews all completed workcards, completed work packages to ensure that all required inspections and required regulatory reports are accomplished for completed work prior to releasing the product for approval of return to service.
  • Through the Chief Inspector ensures that the work performed complies with applicable technical data, appropriate regulations and Ascent Aviation’s policies and procedures; all technical data on articles overhauled or repaired by the Repair Station are kept current with the latest revisions including specialized services, manufacturers overhaul manuals, service bulletins, and parts specifications; and, all inspections are properly performed on completed work and that the proper inspection records, reports and forms used by the Repair Station are properly executed prior to the release of the product for return to service.

 

Marginal Job Functions:

  • Manages, assists and directs all personnel assigned to the Quality Control Department, and Records Department.
  • Override Authority:  As the FAA Liaison for the Repair Station, the Director Quality Control will make all final decisions regarding inspection / maintenance conflicts that cannot otherwise be resolved regarding rules or regulation clarification for any product maintenance performed by this station.
  • Establishes and implements a quality system for maintaining records of maintenance and calibration.
  • Determines effectiveness of all Repair Station documents and revises accordingly to meet requirements of 14 CFR Part 145.
  • Provides technical and advisory support to new projects to ensure the development of products in a manner that produces a quality system and documentation that will provide adherence to customer requirements.
  • Recruits, retains, manages, and trains subordinate personnel to ensure a well- qualified and motivated department.
  • Maintains a working knowledge of the company RSQCM and requirements.
  • Develops and recommends budget, authorizes expenditures, and approves budget and expenses of subordinates.
  • Develops short and long range operating objectives, organizational structure, and staffing requirements.
  • Ensures that the duties, responsibilities, and authority of each job are clearly defined, effective, and communicated to incumbents.
  • Ensures that a positive employee relations position is maintained promoting teamwork and cooperation.  Ensures that the Company’s management principles, policies, and programs are consistently practiced. 
  • Approves personnel actions such as hires, promotions, transfers, discharges and disciplinary measures.
  • Ensures that effective communications are maintained within areas of responsibility.  Where appropriate, informs employees as to plans and progress.  Conducts employee discussion sessions at regular and frequent intervals.
  • Ensures that the necessary coordination within areas of responsibility is taking place.  Analyzes and resolves work problems and remains available for consultation of matters relating to work being performed.
  • Ensures that management training and development needs are identified, and programs initiated.
  • Ensures that all work performed is done in a safe manner. Directs activities to protect employees from harm and maintains safe working conditions.

 

SMS REQUIREMENTS

  • The Director of Quality Control provides senior level guidance and support to the AE and enables the AE to access the operational areas of the Company.
  • The Director of Quality Control has the overall responsibility for the financial, safety, quality and employee performance of the operation he/she is responsible for and is the person who ensures Ascent Aviation Services policies and procedures are complied with and ensures that Federal Aviation Regulations and other Federal, State, and local laws, ordinances and rules are equally enforced and adhered to.
  • The Director of Quality Control also instructs his operational subordinates to follow the direction and guidance as provided by the SMS Program Manager and instructs his direct reports to participate actively in the Company wide SMS.

 

Duties not listed within the position description may be required of the employee at the discretion of the department management. Job functions may vary due to irregular working conditions or multiple shift positions.

Qualifications


Knowledge, Skills and Abilities: Governing regulations (i.e.14 CFR Part 2, 25, 43, 65, 91, 121, 125, 135, 145, 147, EASA-145, CFR 29-1900, ISO 9000, CASE 1ASTD). Ability to organize and plan work adhering to deadlines; excellent communication skills including ability  to read, write, and understand the English language and to follow and administer verbal and written instruction; ability to prioritize and delegate multiple work projects; ability to work effectively with people at all levels of the organization; excellent presentation skills and ability to favorably represent the company; excellent leadership, two-way communication, judgment, creativity, negotiation and conflict resolution skills; ability to adjust to rapidly changing circumstances and priorities; ability to react calmly and effectively in emergency situations; strong knowledge of human behavior and management techniques.

Education/Training: High school graduate or equivalent.  Post-secondary education or training in aircraft maintenance or equivalent combination of education, training or experience preferred.

Experience: Minimum of 5 years of pertinent quality systems inspection experience. 

Certificates/Licenses: Must hold a valid FAA A&P license.  Valid driver’s license required.

Other: May be required to work at both Marana, AZ, Tucson, AZ, and Roswell, NM locations as business needs dictate.
