Position Overview:

The Land Entitlement Manager will be responsible for the due diligence and entitlement process; including, but not limited to, in person observation of the properties, sourcing vendors for due diligence materials, obtaining zoning, property restrictions and other potential nuances. Furthermore, this position will be responsible for hiring engineers, consultants, attorneys for zoning and land use issues, attending public meetings and overseeing the entitlement process through permits, and platting process.

Responsibilities:

  • Coordinate the entitlements and due diligence of multiple residential projects, including assisting managers in zoning and rezoning approvals, development agreements, sketch and preliminary plans, site civil construction documents, development permits, dry utility plan coordination, and recording plats.
  • Hire and oversee engineering consultants in value engineering, plan preparation and completion of construction plan approval and all necessary permits to begin horizontal construction.
  • Coordinate with other departments on closing documentation, title work, take-downs, off balance sheet transactions, critical dates, and status updates.
  • Assist Land Department with pre-contract due diligence and compiling/tracking charts.
  • Responsible for hiring and overseeing the platting process and working with the Land Department and Permitting Department once plat is recorded.
  • Prepare documentation required for the Land Book relating to the due diligence reports, surveys, and acquisition checklist.
  • Update Land Budget to accommodate for entitlement vendor contracts.
  • Coordinate with Land Development Director/Manager on construction plans, permits and budgets up to and through pre-construction meetings.
  • Partner with Community Services Manager to develop HOA CC&Rs, bylaws, articles of incorporation, and budgets.

Qualifications:

  • Bachelor’s degree in Construction, Landscape Architecture, Urban Planning, or related field.
  • At least 5 years of experience in the residential development and/or building industry.
  • Experience reading and understanding civil engineering construction documents.
  • Experience with Microsoft Word, Excel, and PowerPoint.
