Overview

ASN Constructors is a joint venture of three international contractors (Acciona, Shikun & Binui and North American Construction Group) who will work with the Metro Flood Diversion Authority and other area stakeholders to build a historic project that will protect the citizens of the Fargo-Moorhead area from flood waters from the Red River. Qualifications

- Diploma or Degree in Engineering / Quantity Surveying / Business / Supply Chain Management / Law (or equivalent). - Minimum 3-5 years of contract/commercial administration / experience working for a medium-to-large general contractor or consultant organization (preference given to working for a general contractor). - Experience in the administration of subcontracts and / or supply chain companies. - Good knowledge of construction contract administration and the principles of purchasing, finance and estimating. - Good knowledge of contract language and legal requirements of contracts. - Good people management skills. - Good teamwork, organizational and communication skills. - Experience working within a P3/Design-Build Environment would be preferred but not essential.

Responsibilities

- Assist the project team throughout the project lifecycle to ensure compliance by the Subcontractors with the Subcontracts and Purchase Orders issued to Suppliers. - Assist the project team with the preparation of notices and correspondence including capturing subcontract / supplier delays and notifications in accordance with the D&C Contract requirements, Subcontract requirements and contract management best practices. - Maintain robust and consistent change control processes to ensure that appropriate changes are identified, priced, and secured. Coordinate the budgeting/estimating of all requests for change orders from Subcontractors / suppliers. - Provision of contractual advice to the project team. - Ensure the project team follow contractual management policies, procedures and systems. - Adhere to Risk Management process and procedures. - Assist the procurement team with the preparation, negotiation and finalization of all subcontracts, purchase contracts, purchase orders with Subcontractors and Suppliers. - Support the defense of claims arising from Subcontractors and Suppliers including refuting contractual entitlement (if applicable) or fairly evaluating the claims ensuring that the required level of substantiation and quantification is provided to support their claims. - Assist in the management of the financial / commercial considerations around change orders and claims. - Assist with the preparation of monthly reports on contract/commercial matters, as required. - Assist the project team with the requirements for contract close-out to achieve formal project acceptance. - Maintain a good understanding of the contractual issues on the project. - Ensure Subcontractors and Suppliers have access to the correct design specifications and drawings, and conduct reviews of work to ensure compliance to the correct contractual documentation, specifications and drawings. - Assist in the preparation of delay and time extension, additional cost and disruption claims.
