What are the responsibilities and job description for the Financial Program Analyst position at ASR INTERNATIONAL?
Location: Dam Neck, VAJob Description:
- Support NSWCDD in the areas such as Accounting and Budget, Travel, Payroll, and Financial Systems
- Account and Budget duties such as:
- Reconcile commitments and obligations; and expenses, accruals and accounts payable in support of the validation of accounting transactions by working with Contracts, Accounting, and Defense Finance and Accounting Service (DFAS) departments.
- Work with Accounting to ensure programs are in compliance with Department of Navy (DoN), Naval Sea Systems Command (NAVSEA), and local instructions.
- Government Travel Policy duties such as:
- Assist in travel authorizations and orders utilizing the rules and regulations in the Joint Travel Regulations (JTR) that govern federal employee travel and the issuance of Government transportation requests.
- Interface with the Lead Defense Travel Administrator (LDTA) as well as interfacing with Government travelers and their managers to resolve issues with travel claims or finalize travel authorizations.
- Review travel authorizations/vouchers/local vouchers to assure that entitlements are in accordance with the JTR and substantiating records are submitted for Government approval of reimbursement.
- Update and perform maintenance on employee profiles within the Defense Travel System (DTS).
- Payroll Duties such as:
- Analyze complex pay issues, interfacing with DFAS and Human Resources (HR) personnel to resolve pay issues.
- Run and review reports and provide analysis on Navy Enterprise Resource Planning (ERP) and Defense Civilian Payroll System (DCPS) reports and data, including the and drafting of guides, flow charts and process documentation.
- Provide support in report extraction through the financial system of record or data warehouse as required to support Payroll/Timekeeping matters.
- Financial Systems duties such as:
- Provide support for Financial Improvement and Audit Readiness (FIAR):
- Policy research and analysis.
- Attend FIAR meetings at various organizational levels.
- Conduct FIAR testing and analysis.
- Draft documentation required to support the Managers' Internal Control Program (MICP).
- Draft process or other FIAR related documentation and maintain SOPs.
- Providing Financial Systems support including:
- Run reports, analyze, and make recommendations.
- Draft SOPs, and
- Reconcile data from financial management systems and tools.
- Provide support for Financial Improvement and Audit Readiness (FIAR):
- Must be a U.S. Citizen and will be required to obtain a DOD SECRET Clearance.
- Bachelor's degree in business, finance, or accounting.
- Four (4) years related experience, with at least two (2) years of experience in one or more of the following:
- Financial audits,
- Accounting,
- Analysis,
- Government travel policy and administration,
- Civilian pay and leave policy and administration,
- Assessing program compliance with Financial Management Regulations (FMR),
- Financial and accounting transactions or program cost analysis.
- Must have a demonstrated ability to apply current DoD and Navy financial and administrative directives to Navy programs.
