Supervises, plans, and coordinates the construction, maintenance and repair projects for Consolidated Government streets, sidewalks, rights of way, storm drainage, and other infrastructure projects in accordance with the guidelines of supervisory instruction, accepted work practices, department rules and procedures.  Reports to the Distribution Coordinator or other designated person. Works with co-workers and the public to provide maintenance support.  PERFORMS 24/7 ROTATING ON-CALL DUTIES

  • Supervises, directs, and evaluates assigned staff. Process employee concerns/problems, directs work, counsels, disciplines, and completes employee performance appraisals.
  • Coordinates work activities. Prioritizes and assigns daily work activities, monitors status of work in progress and inspects completed work. Identifies and obtains needed equipment, materials and supplies for each project. Demonstrates and enforces safety practices, ensures work meets quality standards and consults with assigned staff. Assists with complex/problem situations and provides technical expertise.
  • Conducts on-site work reviews. Ensures full utilization of personnel, materials, and facilities with concern for quality, safety, and efficiency. Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and specifications. Ensures adherence to established safety procedures. Monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
  • Prepares operational and statistical reports of streets, storm drainage, and other projects, maintenance activities and general operations. Submits records and reports to local, state and federal authorities as required. Establishes and maintains related files.
  • Operates a variety of machinery, equipment, and tools associated with department projects. Examples are operating a service truck, dump truck, backhoe, mini-excavator, bobcat, salt spreader, brush truck, leaf truck, asphalt packer, bucket truck, street sweeper, sewer flush truck, tractor, trailer, tamper, tapping machine, lawn mower, riding mower, edger, weed eater, chipper/mulcher, leaf blower, sod cutter, spreader, tiller, trencher, dragging equipment, chalk liner, paint machine, chain saw, power saw, hand saw, concrete saw, air compressor, pickaxe, sledgehammer, rake, post hole digger, shovel, hand tools, measuring instruments and a two-way radio.
  • Prepares or completes various forms, reports, correspondence, checklists, work orders, service tickets, notices, vehicle/equipment maintenance records and other documents.
  • Communicates with supervisors, other departments, employees, the public, and other individuals as needed to coordinate work activities. Reviews the status of work, exchange information and resolves problems.
  • Utilizes safety equipment and wears protective gear. Monitors the work environment to ensure safety of employees and other individuals. Monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions. Flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public. Reports any incidents, accidents, problems, or unusual situations.
Education:   High School diploma or GED  {Please note: Upon job offer, you will be required to provide proof of education. Be sure to have the appropriate documents readily available.}

Experience:  Five (5) years in plumbing and/or contracting services associated with water and sewer installation. Previous experience with operating heavy equipment needed.

Knowledge/Skills/Abilities: 
  • Familiarity with policies and procedures pertaining to the repair, maintenance and construction of water/wastewater collection systems.
  • Knowledgeable on occupational hazards and safety precautions related to lift stations and wastewater collection systems.
  • Proper procedure for setting up traffic control when working in roadway.
  • Proficiency in laying pipe, supervision, constructing, maintaining, and repairing sewer lines and mains, and using tools.
  • Proficient in interpreting plans, blueprints and maps.
  • Mastery of operating equipment such as a backhoe, roller, trencher, sewer rodding machine, and tapping machine.
  • Good communication skills, both oral and written.
  • Demonstrated ability to work independently.
Certification:  Must obtain Water Distribution certification through the state of Georgia Board of Examiners within 18 months of assuming position. Will attend classes and/or seminars to maintain WWC certification.

Licensing Requirements:  Possession of a valid driver's license with good driving history. If state license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

  • Math:  Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
  • Physical Abilities:  Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
  • Sensory Requirements:  Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors:  Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, animal/wildlife attacks, or animal bites.  

OTHER: 

  • This position requires staff call up in emergency situations.
  • Travel from office to other locations is required.
