What are the responsibilities and job description for the Fiscal Officer position at Augusta-Richmond County?
Coordinates the business management function for the Augusta-Richmond County Public Library System within the guidelines of state and federal laws, department and local government policies and procedures, and accepted accounting practices. Reports to the Director and Assistant Director or other designated person and works with staff, other city employees, vendors, and service providers to provide administrative support.
- Accounts payable: obtains invoice approval, assigns appropriate expense account, entry into Blackbaud Accounting System, produces checks, obtains check approval signatures, distributes/mails, checks and organizes paid invoices.
- Posts library receipts to daily transactions register and journal entries to the general ledger, prepares bank deposits, reconciles bank statements, order building and office supplies by telephone, email or online for organization.
- Tracks all expenditures for and income received from grants, Friends of the Library, other gifts, and all membership payments for Department Heads.
- Assists the Director with Human Resources processes by handling personnel-related functions to include employment records, Teachers Retirement Benefits, Health Insurance, sick and vacation accruals.
- Recommends procedures and computer applications system necessary to maintain proper records to afford adequate accounting controls and services.
- Manages ADP e-Time timekeeping, payroll services, library budgets and grants funding.
- Sorts, list, and pay all library invoices.
- Appraises the organizational financial position and issues periodic reports on the financial stability, liquidity, and growth.10% Prepares requested financial reports and organizes detailed documentation for the independent auditor. Reviews drafts of the completed audit for discrepancies Posts adjusting entries if required and closes the fiscal year.
- Analyzes, prepares, consolidates, and directs all cost accounting procedures together with other statistical routine reports for the board of trustees and attends state library meeting as requested by the director.
- Performs other duties as assigned.
Education: Bachelor’s Degree in Accounting {Please note: Upon job offer, you will be required to provide proof of education. Be sure to have the appropriate documents readily available.}
Experience: Three (3) years as a Business Manager to include accounts payable and receivable experience, experienced in Microsoft Office applications with emphasis on the use of Excel.Knowledge/Skills/Abilities:
- Considerable knowledge of business administration and accounting principles and procedures.
- Familiarity with federal, state, and local laws and regulations and functions and operations of all divisions within the library.
- Proficiency in modern office practices and procedures, establishing priorities, and organizing work.
Skills:
- Good communication skills, both oral and written.
- Demonstrated ability to work independently.
- Mastery of operating a personal computer.
Certification/ Licensing: Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
