AUTHORITIES / RESPONSIBILITIES: Develops detailed build strategies as it pertains to: Pipe pre-outfitting, final Pipe outfitting (zone outfitting), system testing and trials in accordance with contract specifications and drawings using MPS and MRP systems to gather relevant information. Identifies and sequences all outfitting activities in accordance with established build strategies. Establishes budgets and resource requirements for all outfitting activities utilizing EVMS. Identifies long-lead time material requirements in accordance with established plan and schedule. Creates detailed work packages, distributes to production for implementation and monitors progress. Works closely with production supervisory personnel to coordinate daily activities and the flow of interim products and materials in a dynamic environment to ensure smooth and efficient construction in accordance with detailed plans and schedules. Works closely with production and engineering to provide input into design. Monitors manning requirements to meet required workload. Assesses progress against established plans and budgets and provides corrective action plans to address deviations from baseline. Reports progress, schedule, and man-loading projections to program team and production supervision. Tracks throughput metrics to support future bids and continuous improvement efforts. Perform duties in compliance with applicable Federal Contractor laws, regulations, policies, and procedures. Assists with the implementation of lean manufacturing. QUALIFICATIONS / KNOWLEDGE / EXPERIENCE: 1 year of shipyard planning experience in the development of detailed build strategies as it pertains to: Pipe pre-outfitting, final Pipe outfitting (zone outfitting), system testing and trials in accordance with contract specifications and drawings. Knowledge of Earned Value Management System (EVMS) and performance measurement techniques a plus Knowledge of Master Production Schedule (MPS) and MRP systems a plus Process-oriented, customer service-driven, problem solver, self-starter, team player, who is energized in a changing, fast-paced environment Effective communication skills to facilitate team work with various departments and effect customer satisfaction with internal and external customers. Computer literate utilizing all Microsoft Office applications and ability to learn basics of current Primavera software, as well as basic scheduling concepts. Experience with Government contracts a plus Experience with Lean Manufacturing a plus.
