Position Overview

Avantus Federal is actively looking for a Financial Systems Analyst to support the Office of Chief Financial Officer within the Department of Homeland Security. The ideal candidate will possess a working knowledge and understanding of the various phases of the DHS Planning, Programming, Budgeting, and Execution (PPBE) process and DATA Act policy. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Candidate will develop methodology and present solutions to problems and contribute to deliverables and performance metrics where applicable.

Responsibilities

• Analyze science, engineering, business, and other data processing problems to implement and improve computer systems.
• Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations.
• May analyze or recommend commercially available software.
• Demonstrate the capability support Performance Management (PM) activities
• Working knowledge and experience with SharePoint application
• Provide Daily Helpdesk Support to OneNumber users as needed.
• Assist Program Manager with Operations and Maintenance (O&M) ticket management activities
• Provide System Administration for OneNumber program account modifications
• Monitor User account edit and view only user type totals
• Review all new OneNumber User Access Requests from Components and HQ for accuracy and compliance
• Establish/create all new User Access Requests (Program Analyst, Budget Analyst, Obligation Planning Analyst, Performance Management Analyst and CPIC Analyst) with the correct security grouping features for both Components and HQ users
• Support the PPBE OneNumber Change Control Board (CCB) meetings
• Responsible for developing and distribution of the CCB meeting minutes
• Participate in the various HQ and Component testing activities

Required Qualifications

• Bachelors Degree
• Minimum 3 years experience with financial management information systems
• Demonstrate effective communication skills to interaction with both internal and external DHS top budget management officials
• Working knowledge and understanding Project Management concepts
• Knowledge and work experience in Risk Management
• Advanced Microsoft experience with Excel, Word, and PowerPoint Presentation
• Skill and knowledge in developing Project Milestone Plans and Training Plans

Preferred Qualifications

• Working knowledge and understanding of the various phases of the DHS Planning, Programming, Budgeting, and Execution (PPBE) process.
• DHS and/or Component agency experience
• Federal Financial Management experience
• OneNumber Program Application Experience
• Working knowledge of DATA Act
