Job Summary: Subject matter expert responsible for the overall management of the company supply chain compliance to International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) and all other local, national and international import and export regulatory requirements. Principal Responsibilities: Provide strategic leadership for export and re-export activities in the region; and work with others in the Global Trade Compliance Team around the globe to provide expert level guidance and interpretation of regional country laws and regulations. Develop together with other Regional Directors, implement and review the Company’s world-wide Global Trade Compliance Program Manual, policies and procedures, with emphasis on regional applicability, to ensure a strong global trade compliance management system. Oversee and direct the performance of compliance and risk audits at all Company’s locations in the region, develop corrective action plans and ensure completion of corrective actions. Assess compliance process gaps, identify and recommend appropriate tools, processes and personnel needs in the region to assure trade compliance. Build and maintain relations with government agencies in the region and provide input whenever possible in favor of the Company’s businesses, including arranging and leading meetings, as required, with government officials from licensing agencies, Customs agencies, etc. Ensure all Company’s registrations with applicable agencies in the region are kept current. Regarded as an expert in export/import trade laws and regulations in the region. Stay informed of laws and regulations changes relating to trade compliance and the impact to the Company’s businesses as well as obtaining required resources and tools to enable and sustain a world-wide compliance program. Implement global trade compliance training programs, both on-line and classroom style, for all business functions within the region. Continuously seek to improve the Company’s global trade compliance practices to share best practices and to attain core competence. Perform final review and approval of all voluntary/prior disclosure documentation, including corrective actions taken, prior to submission to governmental agencies in the region. Develop strategies, design and implement trade compliance IT tools for use in the region. Design and maintain regional database of all government export/import approvals in region and design and implement assessment tool for authorization maintenance and compliance. Manage a Tactical Advisory Committee of cross functional representatives to support deployment of improved processes and procedures. Interprets and administers policies, processes and procedures that affect direct reports and the workflow of the team/department. Adapts departmental plans and priorities to address resource and operational challenges. Contributes to budget development and performance standards of department and direct reports. Assignments are defined in the form of objectives. Decisions are guided by policies, procedures, business plans and independent judgment. Collaborates with team(s), customers/ clients, functional peer group managers and occasionally senior management. Participates and presents at meetings with internal and external representatives. Decisions may have impact on work processes and outcomes. Erroneous decisions or recommendations may result in serious delays and considerable expenditures of additional time, people and/or financial resources.
