Responsibilities
- Be responsible for maintaining the overall functional setup and continued maintenance/sustainment of the CCaR Database. This includes the setup, maintenance and configuration support that is an ongoing requirement with the CCaR system.
- Complete functional setup of the CCaR database to include the following tasks:
- Lead discussions with the appropriate government personnel on how to configure CCaR features to provide the best support of center/directorate/division business goals.
- Provide guidance on insertion of business process approval flows, budget definitions, business rules, user privileges, custom fields, and definable general data fields.
- Provide the initial population of CCaR user accounts, budget structures, custom field reporting, coordination workflows, and system settings.
- Maintain user accounts and privileges.
- Populate the requirements portion of the database with existing source data provided by the Government organization (i.e. spreadsheets and Access database) in order to establish a budget baseline.
- Conduct initial and refresher user training on CCaR functionality to the Organization’s government personnel.
- Adjust CCaR system capability by tailoring, updating, and/or changing the database structure when the Government organization’s business processes, procedures or requirements necessitate.
- Monitor the accuracy of the Government organization’s data. In the event of data discrepancies, the Contractor shall coordinate and recommend corrections/solutions with the appropriate Government organization’s personnel.
- Provide the ability to use financial data within CCaRS to automatically generate charts and reports to include the following: Monthly and quarterly Budget Execution Reviews (BER), Surgeon General Air Force “Stop Light,” “Snake Charts,” “Sand Charts” and 1537 Report, Checkbook Reports, Program Office Memorandum (POM) submission data, Financial Plans, Spend Plans, and Execution Charts.
- CCAR Training: Provide training to the organization’s personnel using CCaR. Provide continuous training on CCaRs capability and procedure updates, tailoring the training to the Government organization’s processes and requirements. Monthly training classes, to include initial and refresher training, are to be conducted for identified personnel. Training topics will be decided by the Customer and must cover all areas required for proper and efficient use of the CCaR system. Additionally, the business analyst shall provide training on any changes to CCaR use based on the updated organization’s processes or requirements. Training shall consist of three types:
- General Overview – Geared toward individuals who initiate financial documents.
- Approver – Geared toward individuals whose primary role is to approve financial documents, budgets, forecasts and requirements.
- Finance, Contracting, and Program Managers – Comprehensive training for personnel covering all aspects of CCaR capabilities and processes.
- Functional and Technical Support: Provide functional/technical support of the CCaR database and ensure the database is properly tailored and configured to meet the unique requirements of the organization. The business analyst shall be responsible for providing long-term training, budget and execution support, and data reconciliation support. The business analyst shall provide a wide variety of support ranging from day-to-day CCaR maintenance to ensuring the accuracy of the organization’s financial data. The business analyst shall provide functional/technical support for CCaR to include the following tasks:
- Maintain user accounts and privileges.
- Adjust CCaR database capability by tailoring, updating, and/or changing CCaRs when the organization’s procedures or requirements necessitate.
- Monitor the accuracy of the organization’s data. In the event of data discrepancies, the business analyst shall coordinate and recommend corrections/solutions with the appropriate organization’s personnel.
- Ensure that CCaR is operational 100% of the time when the system is operational. If the CCaR system is down due to system error, functionality must be restored no later than 12 duty hours after notification.
- Software upgrades are accomplished within 10 business days after the production version has been made available from the development team and the local comm group has approved its release onto the network.
- Users locked out of the CCaR system will have access restored within 2 duty hours of reporting a problem during normal duty hours.
- Ensure that data automatically downloaded in the CCaR application is complete and accurate.
- Software anomalies will be corrected within 30 days of being identified, or later with Customer's concurrence, corrections will be accomplished during normal duty hours.
- Attend meetings and working groups.
Qualifications
- Shall have a Master’s degree in Systems Management or related field of study and at least 5 years of relevant work experience that shall include expert knowledge of the functionality and operation of the CCaR system, and expert knowledge of Air Force financial, contracting, program management procedures, and understand the Planning, Programming, Budgeting and Execution (PPBE) process in order to ensure maximum use of CCaR capabilities to manage DHP and Line funding and programs.
- Shall have a solid understanding of the Line Program Operations and Maintenance (O&M) appropriation and the Research, Development, Test and Evaluation (RDT&E) appropriation.
- Shall have extensive knowledge of the following systems and how they interface with CCaR, if applicable:
- Government Accounting & Finance System (GAFS/BQ)
- Defense Medical Logistices System Support (DMLSS)
- Contract Writing Document Preparation (ConWrite and CON-IT)
- Mechanization of Contract Administration Services (MOCAS)
- Commander’s Resource Integration System (CRIS)
- FMSuite
- Shall have a strong knowledge of CCaR Advance Reports to generate, manage and securely deliver a multitude of reports for users of all levels and functions within our organization.
- Shall have knowledge of the Defense Enterprise Accounting & Management System (DEAMS) development and deployment activities to include how DEAMS will interface with CCaR. The Contractor shall have a strong understanding of the Standard Financial Information Structure (SFIS) and how it will cross-walk back to the legacy Line of Accounting (LOA) budgets in CCaR.
- Shall possess the ability configure data structure within 711th HPW/FMU web-CCaR database so that it can be published to Enterprise Analytics for use by the SG5 and AFRL/HQ.
- Shall possess organizational skills, strong attention to detail, initiative in performing task, ability to set and achieve goals, work independently, follow-up on complex projects, and professionally interact with all levels of personnel.
- Shall be proficient in all applications of Microsoft Office including Word, Outlook, PowerPoint, Excel, and Access.
- Shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information.
