Axle is seeking a highly ambitious, adaptable, structured, and detail-oriented Systems Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Allergy and Infectious Diseases (NIAID) located in Rockville, MD.
Overall Position Summary and Objectives The purpose of this position is to support the Human Capital Automation Team (HCAT) as a system analyst, system administrator, and with tier-I helpdesk duties. HCAT oversees a portfolio of HR and human capital applications, serving as the business manager. While HCAT isn’t part of NIAID’s IT/development shop, we take on adjacent duties, as well as some which might typically fall to IT professionals. In addition to the aforementioned, HCAT also engages in, coordination and leading of user acceptance testing, communication lead, change management lead, business requirements development, leading system demos/trainings, and generally serving as the liaison between the business stakeholders and development team.

Work Details:

Provides technical experience needed to perform analyses, processing and user support of various computer systems using standard statistical procedures and techniques.

Provide project management guidance and assistance to specific projects and activities. 3

Provide integrated domain expertise across complex computational environments. 4

Provide statistical support to staff, including data analysis and the generation tools for researchers to use.

Interface with staff as needed to gather project requirements, develop project plan with web team, and help execute plan. 2

Serves as system administrator, maintaining access, permissions, and data, based on business policy and best practices. Provides tier 1 helpdesk support, interfacing directly with users. 1

Coordinates and leads user acceptance testing (UAT). Provides UAT feedback directly, while also consolidating feedback from other testers and evaluating for relevance.

Sets up and uses various computer systems and software packages.

Develop methods for analyzing complex datasets from various sources; document methodological approaches to data analysis performed, including detailed procedures and rationale.

Determine needs and provide IT support for computerized systems supporting activities.

Compiles and manages data and assists with quality control.
-
Perform troubleshooting, interpretation of results and analysis.

Perform quality assurance and quality control; troubleshoot issues with image analysis and quality.

Drive collection of new data and the refinement of existing data.

Produces various reports, graphs and figures for presentation.

Prepare data and analysis for presentations and publication.

Write policies, procedures, and standards; provide training on hardware and software; coordinate and/or set up customer systems.

Prepare research data for presentation and manuscripts.

Trains users in applying systems and analysis methods.
-
Educate users in the use of the tools and reports.
-
Plan, organize and coordinate formal and informal IT related training and orientation of IT initiatives.

Draft work products and documents related to training in data analyses and interpretation; generate user-friendly tools and procedures.

Draft work products and documents to support training in management; generate user-friendly tools and procedures.

Consult and collaborate with users to explain new tools and enable them to be adapted to meet specific research needs.

Maintains systems software as well as hardware and security configurations.

Understands features and configurations of all relevant software and platforms. Is able to use this knowledge to provide expert guidance to users and stakeholders.

Maintains interface software between multiple computer environments to ensure smooth operation and communication.

Understands all integration points across all relevant business system networks. Is able to use this knowledge to provide expert guidance to users and stakeholders.

Develops new programs and systems as needed.

Create system documentation, electronic templates and examples, training materials and presentations.

Coordinates data storage and mining.

Understands all relevant source systems and the nature of data stored within each respective system. Is able to use this knowledge to provide expert guidance to users and stakeholders.
