Key Duties and Responsibilities:
- Counsel, mentor, and supervise all assigned personnel, including Project and Field Engineers.
- Establish performance goals and metrics for managing subordinates by Bali's mission statement.
- Provide regular feedback to subordinates using written counseling.
- Provide clear guidance and expectations to all assigned team members.
- Supervise the development and issuance of project correspondence, including RFIs, submittals, billings, and compliance documents.
- Manage agency, customer, and regulatory requirements not limited to permits, traffic control, engineering requirements, compliance issues, and inspections.
- Pre-Construction
- Actively participate in joint Estimating and Operations project turnover meetings.
- Review and analyze documentation provided by Estimating, including the bid estimate, contracts, design plans, specifications, schedules, logistics plans, proposals, and quotations.
- Identify foreseeable project risks and opportunities; monitor and update as the project progresses.
- Prepare preliminary project schedule and corresponding budget based upon estimate and input from Superintendent and Foremen.
- Obtain Executive approval of the preliminary budget and record the initial budget with committed costs; monitor and update as the project progresses.
- Export estimate to TRACK and establish initial cost tracking accounts.
- Actively coordinate with the Client to obtain the Client's concurrence with Bali's project schedule.
- Schedule, organize, and conduct Bali interdepartmental Project Kick-Off meeting to coordinate company-wide efforts for assigned projects; set goals for and expectations of supporting departments' actions, including finance and accounting, labor compliance and payroll, yard operations, logistics, safety, and purchasing.
- In coordination with the Bali Purchasing Manager, negotiate and procure all materials, subcontractors, and outside services per Bali procurement standards.
- During Construction
- Coordinate with Superintendents and other technical staff to develop work plans to meet or exceed budget goals.
- Actively coordinate with the Client to ensure optimal field conditions for Bali's scope.
- Assist field team in developing safe work practices, job hazard analysis, researching and communicating safety requirements and regulations.
- Inspect and supervise project safety program; identify and manage hazards with the field team.
- Actively participate in incident review meetings.
- Identify impacts and Changes; ensure Bali's impact notification process is followed to reserve Bali's right to pursue equitable compensation and develop cost and schedule recovery plans as necessary.
- Prepare and negotiate cost estimates for forward-priced lump sum change orders and negotiate a final settlement to time and material change orders.
- Directly or by staff assignment, review and approve project expenses (invoices), and coordinate corrections where needed.
- Weekly review of active project productions and labor hours; identify trends and develop recovery plans with the project team members to address shortfalls and capitalize on opportunities.

- Prepare quarterly costs to complete estimates and participate in cost review meetings.
- Post Construction
- Develop project closeout task checklist, assign duties to project team members, and support Bali departments not limited to finance, accounting, labor compliance, and payroll.
- Negotiate final settlement to time and material change orders.
- Ensure all required closeout tasks are performed timely to enable the final release of retention and commencement of warranty.
- Prepare content for and actively participate in joint Operations and Estimating review of project successes and opportunities for future improvement.
Experience, Education & Skills
- Bachelor's degree in Construction Management, Civil Engineering, or related field; or equivalent combination of skill, ability, and experience
- Five years of experience in managing heavy civil, commercial, or underground utility projects
- Proficient in SAGE 300, Windows 10, Office 365, Bluebeam, and B2W
- Excellent negotiating skills
- Excellent oral and written communication skills
- Ability to work well with others
- Must be self-motivated and disciplined with a strong work ethic
- Strong planning and organizational skills with the ability to manage multiple tasks
- Attention to detail
- Advanced knowledge of contract management and public construction contracting principles
- Working knowledge of labor compliance/prevailing wage regulations
- Familiarity with and understanding of terms and conditions of common AIA Construction Contracts; familiarity with working as a subcontractor on multi-trade job sites
- Demonstrated ability to exercise discretion and independent judgment

- Office/Outdoor Environment – sitting at a desk, physical requirements, such as climbing, standing, stooping, or typing. Ability to lift 5-20 pounds occasionally. Exposed to outdoor weather conditions.
