Job Purpose
Under general direction, assists with the planning, organizing, directing and administering regulatory authority, initiatives, and activities of the Division of Environmental Health Services of the Department of Health and Human Services.

Essential Job Duties

  • Drafts, plans, directs, and evaluates the programmatic functions and activities of the environmental health programs;
  • Assists with establishing program plans, goals, and priorities;
  • Interprets and develops standards, policies, and procedures;
  • Supervises, schedules and approves assigned work of professional and subprofessional subordinates;
  • Determines nature and scope of projects and determines appropriate assignments;
  • Reviews completed projects for technical accuracy and conformance with departmental policy;
  • Recommends corrective actions for facility non-compliance with Federal, State, and County regulations;
  • Drafts regulations and standard operating procedures in accordance with the regulatory authority of the Division;
  • Researches and develops automated data management and information systems to improve program efficiency;
  • Works with contractors and representatives of other agencies on behalf of the department;
  • Meets with business and other community organizations, representatives of other government agencies, and the general public to address and resolve issues of environmental concern;
  • Provides detailed and summary reports of program activities to supervisors and other agencies, as required.

Qualifications

Training and Experience
Graduation from an accredited college or university with a bachelor’s degree in a biological or environmental health science;
Or
Licensure as a Registered Sanitarian in the State of Maryland;
Plus
Six years’ experience in environmental health, public health or public health sanitation.

Education beyond a bachelor’s degree in one of the areas listed may be substituted on a year-for-year basis up to a maximum of four years for the required experience.

Knowledge, Skills, and Abilities (Entry-Level)

  • Thorough knowledge of the principles of environmental health.
  • Thorough knowledge of the concepts and objectives of environmental sanitation programs.
  • Comprehensive knowledge of the physical, biological and natural resource sciences.
  • Thorough knowledge of Federal and State environmental laws and regulations.
  • Basic computer and software skills.
  • Skill in conducting sanitary surveys, studies and field investigations.
  • Skill in plans review to assess environmental impact.
  • Skill in interpreting laws, codes and regulations.
  • Skill in effective communication both orally and written.
  • Ability to serve as a consultant and explain complex specialized and technical information.
  • Ability to testify in court.
  • Ability to plan, coordinate and supervise the work of subordinate professional personnel.

Current license as a Registered Environmental Health Specialist in the State of Maryland is required at the time of application.

Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
