Job Purpose
Under direction of the Director; plan, direct, coordinate and administer the programs and activities of Budget and Finance as well as the Human Resources and Training Divisions for the Department of Corrections.
Essential Job Duties
- Plan, organize, direct, and administer various operations of the Department of Corrections including budget and finance and human resources division.
- Administer pay systems, accounting operations, cashiering operations, payroll accounting, purchasing services and disbursements and directs divisional managers in the execution of Financial Operations programs, policies and procedures.
- Plan, direct, coordinate and administer the programs and activities of multiple areas of the Department of Corrections such as: Budget Formulation, Insurance Administration, Investment and Debt Management, Vehicle operations and Maintenance, and the Emergency Communication Center.
- Direct Divisional managers in the execution of programs, policies and procedures and supervise and participate in the preparation of complex fiscal analyses delineating the County’s budgetary and financial condition.
- Plan, direct, coordinate and administer the analysis of agency budget requests and formulation of budget recommendations for review by the Director, Administrative Officer and County Executive.
- Participate in County Council budget hearings, direct and supervise the preparation of revenue estimates and financing alternative analysis.
- Evaluate County and department accounting, budgetary and financial policies and programs.
- Develop and implement changes in programs, policies and procedures.
- Administers computer and automation initiatives.
- Administer the preparation and review of accounting, budgetary and financial reports.
- Serve as liaison between and among the Department of Corrections, other local, State and Federal agencies, outside organizations and the public.

Qualifications
Training and Experience
Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, economics, finance, public administration, or a closely related field;

Eight years' professional experience in accounting, budget formulation, and/or financial management, two years of which were in a supervisory capacity.
Qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.
Additional qualifying experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year.
