    JOB TITLE: Transportation Representative

    GRADE: 07/ESPBC

    REPORTS TO: Transportation Business Manager

    STARTING SALARY: $21.92 to $36.24 (Hourly Base Pay Scale for Non-Exempt Office Professionals, Clerical, and Classified Employees Represented by ESPBC, 2021-2022 Effective July 1, 2021)

    DEFINITION: Performs a variety of specialized administrative and clerical duties in support of the Transportation, Business Management unit. Administers and tracks data and documentation related to the personnel management and personnel actions for the Office of Transportation staff. These include such transactions as hires, transfers, demotions, adverse actions, employee disputes and terminations. Assists with drug and alcohol testing and the standardization of documentation for all Standard Operating Procedures. Performs other duties as assigned.

    EXAMPLES OF DUTIES:

    Serves as the liaison and first point of contact between the Office of Transportation and offices within the Division of Human Resources.

    Coordinates with supervisory staff to provide guidance and direction on HR matters to ensure the appropriate process is followed and documentation is maintained for new hires, transfers, progressive discipline, performance appraisals, and terminations.

    Maintains records related to number of staffing allocations, vacancies, and location of vacancies for Office of Transportation personnel.

    Processes documents for driver and attendant trainees who pass or fail to complete the certification and training program. In collaboration with supervisors and human resources oversees the process of all documents related to personnel actions.

    Assists with the review and comprehensive analysis of discipline and dispute cases to identify potential regulatory violations. Independently drafts required correspondence related to the discipline, disqualification, or termination of Office of Transportation employees.

    Maintains and secures confidential records and files related to discipline, disqualification, or termination of Office of Transportation employees.

    Maintains, tracks, and monitors Office of Transportation employee disciplinary caseload. Facilitates and follows up with supervisory staff and the Office of Employee Dispute Resolution to ensure that disciplinary cases are closed appropriately and in a timely manner.

    Prepares documents for the Expenditure Review Committee.

    Maintains and reports monthly summary data on number of employees in the Employee Attendance Monitoring Program (EAMP).

    Processes signing bonus or other incentive programs payments to qualified personnel.

    Assists the Business Manager with administering the drug and alcohol testing program in compliance with US Department of Transportation standards and laws by acting as backup for testing and documentation.

    Assists with the standardization of all Office of Transportation Standard Operating Procedures and manages the repository.

    Leads and provides oversight for the administrative process for driver and attendant certification and driver accident tracking while ensuring compliance with applicable laws and regulations regarding certification and accidents.

    Supports the Business Manager and Training Supervisor with COMAR mandated in-service training requirements and documentation.

    MINIMUM QUALIFICATIONS:
    Education, Training and Experience:
    Completion of high school or appropriate equivalent. Possession of 60 or more college credits preferred.
    Five years’ progressively responsible complex technical administrative experience. Administrative experience which includes regulatory compliance duties preferred.

    Knowledge, Skills, and Abilities
    Demonstrated skill in composing clear, effective, and appropriate correspondence and other written materials. Demonstrated organizational skills and attention to detail required.
    Excellent human relations skills.
    Ability to establish effective working relationships with the public, executive staff members, and peers.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS:
    The work of this class is generally sedentary. Work involves occasional travel to offices, and schools throughout Baltimore County.

    CONDITIONS OF EMPLOYMENT:
    Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedule will include nights, occasional weekends, and travel.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $106.00. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
