A vacancy exists in the Fire Department.

Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered.  Proof of licenses, certifications, and/or education must be submitted with each application.The Baltimore County Fire Department Offices of Diversity and Inclusion and Internal Affairs conduct investigations involving allegations of policy violations, Fair Practices violations, standard operating procedure violations, misconduct, and other improprieties concerning the Department’s employees and contractors.  The Investigator will work under the supervision of the Diversity and Inclusion Officer (DIO) and Internal Affairs Officer (IAO) to help the Fire Department accomplish its mission.  The Investigator is expected to work a conventional workweek that at times could include evening hours.  The majority of the work will be conducted in an office-like setting.  At this time, the Investigator is not expected to have any supervisory duties or responsibilities.  

Essential Job Functions
 
  • Responds to complaints filed with the DIO or IAO by conducting interviews of the complainants and witnesses.  Provides sufficient written and oral details about complaints to DIO and IAO so a determination can be made as to the suitability and feasibility of opening investigations.  
 
  • Receives case assignments from the DIO and IAO.  Prepares investigative plans for assigned cases detailing strategies, interviews to be conducted, records to be obtained and analyzed, and potential issues that will need to be addressed.  
 
  • Conducts interviews of witnesses and subjects. Summarizes interviews in written reports to be reviewed by the DIO or AIO.
 
  • Analyzes accounting and financial records, operational data, electronic files, phone records, and public source documents for inculpatory and exculpatory evidence.
 
  • Reviews policies, procedures, statutes, and other legal filings as needed to support the facts and circumstances of investigations.
 
  • Drafts reports and related exhibits for review, summarizing investigative findings and when appropriate.
 
  • Liaisons with other law enforcement and regulatory agencies as needed to develop new cases and/or further existing investigations.     
 
  • Ensures investigations are conducted according to professional standards.
 
  • Testifies under oath during trial proceedings as to case facts and findings.
 
  • Maintain confidentiality of all records, reports, interviews, etc.

  • Other duties as assigned.


Required Qualifications
Possession of a high school diploma or an appropriate equivalent,
plus 
four years' experience performing employment investigations, police field investigations, and/or other related investigations. (Additional education in criminal justice or a related field may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

  • Ability to communicate effectively, both orally and in writing, and enlist the cooperation of others.
 
  • Knowledge of investigative techniques and the procedures for handling evidence.
 
  • Ability to collect, compile, organize, and analyze investigative findings and related data.
 
  • Ability to prepare clear and concise written reports summarizing investigative findings. 
 
  • Ability to establish and maintain effective working relationships with superiors, associates, fair practices partners, and partners in the law enforcement community and at regulatory agencies.
 
  • Knowledge of legal and professional standards related to investigative practices and procedures.
 
  • Skill in testifying as a witness during trial proceedings on case-related facts and findings. 
 
  • Ability to handle multiple projects and changing priorities.
 
  • Ability to define complex problems and prepare solutions, to include supporting arguments.
 
  • Knowledge of basic accounting, budgeting, and financial systems and the operations of government.
 
  • Commitment to principles of diversity, equity, and inclusion.
Character Requirements
All applicants must be of good moral character and emotionally stable as determined by a comprehensive background investigation and test for drug use.

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Persons appointed to this classification may be required to work nights, weekends, holidays, and overtime when scheduled.

Physical and Environmental Conditions
The work of this classification includes travel to various investigation sites.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
