Job Summary
B&A is looking for a Mid-Level Contract Specialist to join a contract with a federal government client in support of an important mission. In this role, you will have the opportunity to work with a great team while supporting the team.
Responsibilities
  • * The Mid-Level Contract Specialist provides support across multiple offices in various phases of the acquisition process, including pre-award document preparation and coordination with Contracting Officer Representatives (COR).

    * They offer expertise in acquisition planning, covering elements like approaches, pricing, and risk assessment, and research government-wide contracts for product and service availability.

    * The Specialist conducts cost and pricing analysis and collaborates with government audit agencies, producing necessary reports and cost estimates for program offices.

    * They ensure compliance with federal acquisition regulations, actively support contract negotiations, and assist in source selection procedures.

    * Market research is conducted to identify potential sources and contract vehicles, with a focus on socio-economic program participants.

    * Their role extends to preparing solicitation documents and ensuring they align with relevant regulations and policies.

    * The Specialist collaborates with evaluators, the Contracting Officer, CORs, and stakeholders to gather data for the final contractual document.

    * They engage in contract administration, including performance monitoring, compliance, and routine contract meetings.

    * The Specialist prepares contract actions for closeout, adhering to federal acquisition regulations.

    * Their comprehensive role ensures efficient and compliant contract execution.

Education and Experience
  • 3 to 10 years of related experience.
  • BA/BS or MA/MS degree.
Required Skills
  • Profound knowledge of federal acquisition regulations and policies, including the Federal Acquisition Regulation (FAR), is essential for this role.
  • Expertise in conducting comprehensive cost and pricing analysis, including Audit Analysis services in collaboration with government audit agencies like the Defense Contract Audit Agency (DCAA), Government Accountability Office (GAO), Treasury Inspector General of Tax Administration (TIGTA), and other relevant entities, is a key requirement.
  • Strong skills in researching government-wide contracts (GWAC), including Government Services Administration (GSA) Schedule vendors and their available products and services, are crucial. Familiarity with socio-economic programs such as small businesses, small and disadvantaged businesses, and HUB Zone businesses is also important.
  • Exceptional proficiency in documentation and report preparation, specifically in the development of pre-award documents like Statement of Work (SOW), Statements of Objective (SOO), and Independent Government Cost Estimates (IGCEs). Familiarity with acronyms like SOW and SOO is a plus.
  • Effective communication and collaboration skills are essential for working closely with Contracting Officer Representatives (COR) and various stakeholders involved in the acquisition process. Strong acronyms knowledge, such as COR and CO (Contracting Officer), is crucial for successful coordination.

  • Data Analysis: Strong data analysis skills to support decision-making, pricing analysis, and market trend identification.
  • Contract Administration: Experience in contract administration, including performance monitoring and compliance enforcement.
  • Technical Proficiency: Familiarity with automated procurement systems and contract writing software.
  • Legal Knowledge: Basic understanding of legal concepts relevant to contract actions and closeout procedures.
Security Clearance
  • Eligible to obtain a federal clearance.
