BATES TECHNICAL COLLEGE Accountant works under the direction of the Director of Finance. The Accountant is responsible for complex accounting duties to ensure all financial activities are accounted for and recorded by staying informed as to the College’s financial activities. This position requires attention to detail, the ability to maintaining accurate records, and planning and organizing work in order to meet changing priorities and deadlines, while managing multiple tasks. The incumbent will have excellent leadership and interpersonal skills, the ability to work effectively as part of a team, and must follow through and meet strict deadlines.

Essential Functions
- General Ledger accounting to include monthly/quarterly and Annual/Biennial Closing
- Reviews and resolves discrepancies between ctcLink, SMARTer, and AFRS
- Monitor and review general ledger balances and transactions and performs account reconciliations
- Prepares, processes, reviews, analyzes and approves adjusting and correcting entries including but no limited to ctcLink, GL and sub-ledgers
- Manage financial processes consistent with requirements of the Washington State Auditor’s Office (SAO), Office of Financial Management (OFM), Governmental Accounting Standards Board (GASB), and the State Board for Community and Technical Colleges (SBCTC), for all areas of supervision
- Develop and review processes for internal control
- Prepare and file Sales/Use and Leasehold tax returns with the Department of Revenue
- Responsible for reconciling student financials to the general ledger including but not limited to: financial aid awarding, grant awarding, third party contracts, payments, waivers and refunds
- Maintain the fixed asset inventory system and administer surplus property activities
- Coordinate and reconcile bi-annual fixed asset inventory
- Assist with Grant Accounting and invoicing processes
- Coordinate/communicate fiscal procedures; determine methods of improving procedures and services
- Manage and maintain an effective system of internal control and documentation to provide reasonable assurance that risk assessments and necessary evaluative processes have been performed monthly and annually
- Revise, formulate, recommend and implement business systems and procedures pertaining to accounting and internal controls
- Attend the state Budgeting, Accounting and Reporting (BARS) committee meetings
- Maintain and monitor strong internal controls, including all necessary documentation. Ensure compliance with accounting policies and procedures
- Reconciliation of bank accounts
- Provide technical accounting expertise and financial information and answers questions posed by students, college staff, management, agencies, auditors, and others regarding assigned functions.
- Assist with year-end audit and other reporting needs by compiling schedules of financial and other data
- Assist in all aspects of Accounting Department functions as needed, including but not limited to, ad hoc reporting & analysis and special projects
- Maintain unclaimed property process to remit funds to the Washington State Department of Revenue
- Assist with work overload, as needed, within the Finance Office.
Non-Essential/Other Functions
- May direct the work of others in the department but does not exercise personnel authority.
- Answer department phones and respond to department wide emails
- Accountable for keeping personal development up-to-date; adding to skills and knowledge
- through courses that may be available through the Bates Technical College courses, professional development committees, etc.
- Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.

Supervisory Responsibilities
- Supervision of others is not a typical function assigned to this position
- May provide training and orientation to newly assigned personnel, and may assign work to student workers.
Minimum Qualifications
- Associate degree in accounting, business, finance, or closely related field; and
- At least two (2) years of full-time experience as an accountant, which includes successfully performing audits and to reconciling accounts; and
- Experience with Generally Accepted Accounting Principles (GAAP); and
- Advanced knowledge of Microsoft Office applications.
Allowable Substitution
If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.
Preferred Qualifications
- Bachelor’s degree in accounting, business, finance, or closely related field.
- Certified Public Accountant (CPA) Certification preferred.
- Experience with Governmental Accounting Standards Board (GASB).
