BATES TECHNICAL COLLEGE Chief Strategic Initiatives and Community Relations Officer oversees development and implementation of strategic initiatives supporting the college’s mission. This role requires a blend of experience and skills in business administration, education, marketing, finance, and leadership.
Serve on the President’s Cabinet under the direct supervision of the President, the primary duties and responsibilities of the position involve managing special projects of the President’s Office and the oversight of that office’s business and administrative functions.
Essential Functions- Develop and execute long-term strategies aligned with the college’s vision and goals.
- Lead and manage teams, drive organizational change, and ensure effective execution of strategic initiatives.
- Work closely with internal and external stakeholders, facilitating strategic decision-making and building partnerships.
- Stay updated on industry trends, adapt strategies to meet changing market and educational landscape demands.
- Research and lead appropriate staff to secure funding from national and state grants.
- Drive deals and partnerships, oversee financial aspects of strategic initiatives for sustainability and growth.
- Provide leadership and operational oversight for the Office of the President, conveying an atmosphere of excellence and distinction, in support of the College’s mission, vision, and goals.
- Introduce and promote college projects and initiatives to a variety of internal and external stakeholders, including members of local, regional and state government, alumni, friends, and Trustees of the college, and college employees.
- Manage communications, in coordination with the PIO, with internal and external stakeholders and interested parties to increase and maintain visibility of the college’s projects and programming.
- Work with Instruction and program advisory committees to support and track new program development process.
- Manage events to promote and support the college within the community, respond to inquiries about the college, produce written materials for approval.
- Respond on behalf of the President to inquiries from, and/or issues involving, students, employees, and members of the public.
- Work with campus leadership to oversee complex, high-priority projects with responsibility for outcomes.
- Develop and review strategies to ensure College projects align with the strategic plan and desired outcomes.
- Conduct special administrative and research studies on a wide range of subjects related to the overall management and operations of the college, as well as special projects and programs initiated by the President.
- Develop and deliver complex presentation materials including charts, graphs and other data representations and make recommendations for new operational strategies, programs and/or revisions to existing policies to senior leadership and other diverse groups.
- Provide on-going analysis and delivery of projects to maximize use of resources including time, people, and money.
- Monitor project costs and performance, service levels and other metrics required to ensure project goals and objectives are met.
- Manage the budget of the President’s office and follow up on budgetary issues and actions. May be assigned budget management responsibility for special projects.
- Participate in accreditation activities.
- Responsible for preparing budgets and management of financial operations of the department within the budget, goals and objectives of college guidelines and policies.
- Provide leadership, development and supervision to staff to maximize the overall performance and ensure alignment of the department’s and College’s strategic plan, core values, vision and mission.
Non-Essential/Other Functions- Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
- Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.
- Additional activities, duties and responsibilities may be added with or without notice to meet college needs.
Supervisory Responsibilities - This position has no supervisory responsibilities.

- This position is required to work on campus.
- Valid Washington State Driver’s License and reliable vehicle for reimbursable travel.
Minimum Qualifications - Master’s degree in Business Administration, Education, Public Administration, Communications or a related field; and
- Five (5) years of project management experience, including two (2) years of supervisory experience.
Allowable SubstitutionIf necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.
Preferred Qualifications - Doctorate Degree plus five years of experience at the executive leadership level.
