We are currently seeking a Program Analyst. This position is located at our Columbus Ohio headquarters.

JOB SUMMARY

Battelle’s Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Defense business line, in our National Security business unit, is currently seeking someone to coordinate tasks and providing analytical and/or operational support for client programs. Performs Planning, Programming, Budgeting, and Execution (PPBE) activities in support of client programs. Develops plans including budgets and schedules to meet contractual/project requirements for a client program. Assists senior Battelle and client personnel in establishing and defining program requirements. Maintains records documenting decision making process and results of program changes.
 

MAJOR RESPONSIBILITIES

  • Participates in establishing and defining program plans, including cost and/or schedule requirements.
  • Conducts detailed analysis and assessments of project budget and plans to support execution within client procedures and government regulations.
  • Interfaces with client points of contact and team leads to define work requirements, coordinate assignments and schedules, and provide quality reviews as requested.
  • Identifies budget/financial problems and provides alternatives and recommendations to resolve them.
  • Conducts quality control and quality assurance review of program documents prior to submission to management.
  • May assist in developing Battelle program documentation including briefings, draft specifications, solicitations, Statements of Work (SOW), and other project execution documentation.
  • Develops and conducts presentations on program status including budget formulation and execution, cost, and performance data.
  • Contributes to program and task-related reports, briefings, justification, and requests.

THE FOLLOWING IS REQUIRED

  • BS/BA in Finance, Accounting, Business Administration or technical field; two years of experience; or an equivalent combination of education and or experience in a related field. 
  • Requires experience in technical program planning and implementation, contract interpretation, budget development and administration of government programs. Requires experience with government agencies likely to be supported.
  • Must possess outstanding verbal and written communication skills. Must be able to maintain effective working relationships with a broad range of operational users, technical developers, and government program managers.
  • Must be a U.S. Citizen with the ability to obtain and maintain a Secret DoD clearance.

THE FOLLOWING IS DESIRED

  • PMP certification
  • Experience using EVM analysis in making project/program decisions to ensure timely and cost-effective delivery of specified services and products.
  • Experience managing subcontractors under Federal government prime contracts.
  • Active US Government Secret or Top Secret Security Clearance
  • Knowledge of Battelle, including an understanding of the relationships, roles, missions, and responsibilities of different business groups
