Initial salary is negotiable between $220,000.00 - $257,000.00, commensurate with experience and education.

Current Assignment
The incumbent in this position is responsible for assisting in the management, supervision, and coordination of the activities and operations of the General Counsel's Office. The incumbent will be providing a full range of legal services to the District, including preparation of legal opinions, research support, representation in legal actions, document preparation, and related legal services. The position is also responsible for providing highly complex and specialized support to the General Counsel and performs related duties as assigned.
Selection Process

- Directs and manages the operations and activities of the District's General Counsel's Office including preparation of legal opinions, research support, representation in legal actions, document preparation and related legal services; provides direction to staff attorneys regarding assignments and ensure quality of written product.
- Assists and participates in the development and implementation of goals, objectives, policies and priorities for the General Counsel's office; recommends and administers policies and procedures.
- Directs legal representation for program areas; handles the most complex legal matters related to District operations.
- Provides advice to Human Resources regarding particularly sensitive or complex employee issues.
- Researches and prepares legal opinions for the Board of Directors, General Manager, executive managers, committees and other District staff, as appropriate.
- Directs the handling of District cases involving Federal and State authorities or labor arbitration.
- Advises on contractual matters, procurements, construction contracts, federal grants, professional service agreements and related contract disputes prior to litigation.
- Coordinates activities of outside legal counsel and legal specialists engaged by the District for specialized legal services; analyzes costs.
- Oversees and directs litigation in a variety of areas; directs the preparation of litigation documents including pleadings, briefs, motions and responses.
- Monitors developments and legislation related to assigned areas of responsibility; evaluates impact upon District operations; recommends and implements policy and procedural improvements.
- Participates in the selection, training, motivation and evaluation of assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Participates in the development and administration of the General Counsel's office budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
- Serves as the liaison for the General Counsel's Office with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues.
- Serves as staff on a variety of commissions and committees; prepares and presents staff reports and other necessary correspondence.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the legal field.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints
- Assumes management responsibility for assigned services and activities of the General Counsel's Office in the absence of the General Counsel
- Advises the Board of Directors on Board Appointed Officers Compensation, Benefits and Contracts.

- Minimum Qualifications
Education:
Bachelor's degree from an accredited college or university. Juris Doctorate required.
Experience:
Nine (9) years of (full-time) professional verifiable experience in a public sector legal department or related experience, which must include at least two (2) years of management experience.
License or Certificate:
