NATURE OF JOB:This is a highly technical position with responsibilities for installation, configuring, programming and maintains all programmable logic controllers (PLC's), Supervisory Control and Data Acquisition (SCADA) system equipment, computers, various process instrumentation and controls, and associated telemetry systems for the County's potable water and wastewater facilities. The work is performed under the direction and supervision of the Instrumentation and Electrical Supervisor.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:- Performs installation, configuration, programming and maintenance of programmable logic controllers (PLCs), computers, routers, switches, communications equipment and associated systems.
- Maintains and modifies programs for the Allen-Bradley Compactlogix, Micrologix, SLC5, PLC5, and other industrial controllers. SCADA Wonderware software, configurations, control software, identifies resources, and develops programs.
- Defines the needs for SCADA equipment and software at the Water and Wastewater Facilities, as well as, other remote sites to include documenting site configurations and process control approaches.
- Performs diagnostic operations on complex computer, electronic, pneumatic and hydraulic instrumentation and control systems for problem identification and correction.
- Performs field and bench maintenance, calibration and repair service on instrumentation and control systems.
- Defines problems as hardware or software related and makes appropriate corrections and system restoration.
- Accomplishes preventive maintenance programs for instrumentation and control equipment.
- Assists in the upkeep of accurate and comprehensive maintenance and repair records.
- Assists in maintaining an inventory of spare parts and supplies needed to maintain and quickly repair all instrumentation and control equipment.
- Regular reliable full-time attendance as scheduled.

MINIMUM QUALIFICATION REQUIREMENTS:- Requires a minimum of an Associate’s Degree in Computer Integrated Manufacturing Technology (CIM-AAS) or Electronics Engineering (ELEC-AS) or documented comparable technical training.
- A minimum of two (2) years’ experience as a SCADA or Instrumentation Controls Technician.
- Minimum of one (1) year experience in maintenance, repair, calibration and installation of control automation systems and electronic instrumentation.
- Experience with installation, maintenance, and repair of control and microprocessor-based instrumentation and control systems for potable water and/or wastewater is preferred but not required.
- Must be able to pass a thorough background check to obtain clearance on a Federal Military facility.
- Must be able to comprehend, speak and read the English language.
- Must have and maintain good interpersonal and communication skills to deal with the public.
- A comparable amount of training and/or experience may be substituted for the minimum qualifications.
LICENSES AND/OR CERTIFICATIONS:- Must possess and maintain a current Journeyman Electrician license or have the ability to obtain one within twelve (12) months.
- Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
KNOWLEDGE SKILLS AND ABILITIES:- Knowledge of analog/digital electronics, computers, pneumatics, fiber optics, and radio telemetry equipment utilized in instrumentation and control system.

- Ability to effectively understand and use Allen Bradley RS Logic and Wonderware software programs.

- Ability to provide interface between plant operation staff, contractors, suppliers, or factory representatives to insure the effective, efficient, trouble-free operation of system instrumentation and control equipment.

- Ability to use computers for data base management and word processing in order to maintain records, review analytical results, track maintenance/repair, and prepare correspondence.
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:Work is primarily performed outdoors and requires exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. This position may require frequent lifting and carrying of 25-50lbs, and occasionally up to 100lbs.
