NATURE OF JOB:This is skilled work involving the coordination and management of small to mid-size construction and maintenance projects for County facilities. This position works under the direct supervision of the Facilities Maintenance Manager.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:- Develops scope of work, obtains quotes, manages and tracks small maintenance and construction projects.
- Assists Facilities Manager in estimating and budgeting monies for small maintenance and construction projects as part of annual departmental budget process.
- Performs quarterly building audits and generates reports to determine building maintenance needs.
- Assists in the management and oversight of contracted maintenance activities, i.e. contracted HVAC maintenance, elevators, fire services, etc.
- Provides necessary research and documentation evaluating working procedures in comparison with outside standards; makes necessary recommendations and establishes new standards when appropriate.
- Develops and coordinates County construction projects initiated by management.
- Develops design and construction procedures and provides cost estimates for proposed work.
- Assists in the establishment of a long-range facilities capital improvement program.
- Oversees projects in design and construction stages.
- Conducts frequent inspections of construction sites.
- Assists in the preparation of divisional budgets; maintains appropriate records, reports and controls to assist this process.
- Regular reliable full-time attendance as scheduled.

MINIMUM QUALIFICATION REQUIREMENTS:- Graduation from high school or the equivalent.
- Eight (8) years’ experience in the construction and maintenance of facilities and building systems.
- Must be able to comprehend, speak and read the English language.
- Must have and maintain good interpersonal and communication skills to deal with the public.
- Evening and weekend work may be required.
LICENSES AND/OR CERTIFICATIONS:Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
KNOWLEDGE SKILLS AND ABILITIES:- Knowledge of office practices, procedures and record keeping systems.
- Knowledge of the methods, materials and tools involving the operation, maintenance, repair and construction of buildings.
- Knowledge of building codes, fire codes and safety regulations such as local and International building, Electrical, and Plumbing Codes, OSHA, EPA regulations, and ADA requirements.
- Knowledge of the methods and operating rules of various types of equipment, including safety precautions.
- Skill in making estimates and properly interpreting and making decisions in accordance with building codes, laws, regulations and policy.
- Skill in communicating clearly and concisely, orally and in writing
- Skill in reading, and interpreting complicated construction, mechanical, electrical, blueprints and other related drawings.
- Must have good interpersonal and communication skills to deal with public.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:Work is primarily performed indoors and requires exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. This position may require frequent lifting and carrying of 25-50lbs, and occasionally up to 100lbs.
