GENERAL SUMMARY:
The Vice President of Patient Care Services/Associate Chief Nursing Officer serves under the direction of the SVP / CNE in collaboration with the system executive team in planning, administering, and directing activities of patient care services across system entities. Responsible for the integration, coordination and direction of evidence based clinical nursing practice by assessing, planning, implementing and evaluating safety, and quality of nursing and patient services for assigned areas of responsibility within the Magnet framework.
Responsible for business operations, developing strategies using sound human resource and financial management principles and techniques to guide the provision of patient care services in accordance with organizational mission, vision, and regulatory requirements.
Responsible for leadership of patient care services in assigned areas in survey readiness activities. Provides direction and oversight of teams to ensure compliance with regulatory or accreditation / certification standards including joint commission, department of health, and other regulatory bodies.
Areas of responsibility include inpatient nursing services across the enterprise, critical care services across the enterprise, patient care services business operations, virtual patient care services and nursing informatics. Also included are the services within the virtual operations center including centralized staffing and patient placement / transfer operations.
The Associate Chief Nursing Officer acts on behalf of the SVP / CNE in their absence or as delegated.
ESSENTIAL FUNCTIONS & ACCOUNTABILITIES:
1. Participates as a member of the senior leadership team in executing the organizational strategic plan consistent with the Bayhealth mission, vision and values. Provides strategic direction and leadership to patient care services in collaboration with the SVP/CNE.
2. Incorporates evidence-based practices to the provision of care. Leads and supports regulatory compliance.
3. Assesses, plans, implements, and evaluates the delivery of nursing practice in collaboration with the patient care services leadership team for areas of responsibility.
4. Provides leadership for operating, capital and labor budgets for areas of responsibility. Provides leadership (accountability) to the Nursing Department for fiscal management of the department. Assures financial accountability for annual operating and capital expenditures and budgets. Utilizes financial data to effectively manage the department operating, capital and FTE resource management. Utilizes financial data to evaluate existing programs, develop alternative plans or formulate plans to develop new programs and services. Responsible for the conscientious peer review and performance management of leaders and staff.
5. Establishes performance measures, assesses, and evaluates operations, and works with department management to assure efficient and effective delivery of services. Assures the personnel, workplace, and technology resources necessary for the provision of safe, high-quality patient and family care. Ensures compliance with all mandatory training requirements and provides input to future learning and development activities.
6. Collaborating with Human Resources and other leaders to utilize industry-leading practices to maintain low rates of nursing vacancy, turnover and controllable resignations. Provides leadership for department level retention and recruitment. Develops and implements innovative outcomes-driven recruitment and retention programs. Assesses and ensures appropriate and adequate human resources for assigned areas of responsibility.
7. Serves as a resource and role model to department leaders. Promotes and implements professional development of team members at all levels. Demonstrates behaviors which support excellence in customer service, patient safety, and professionalism. As a leader in the organization, role models leadership competencies (AONL, ACHE, etc.) and behaviors. Performance aligns with the mission and vision of Bayhealth. Demonstrates accountability for personal and professional performance. Seeks opportunities for life-long learning around leadership and clinical acumen.

11. Assures compliance in accordance with the Nurse Practice Act of the State of DE, the ANA Scope and Standards, Federal and State Regulations and Accrediting entities including, but not limited to CMS, DOH, Joint Commission, Wage and Hour. Assures fair and consistent application and development of policies and procedures.
12. Assures an environment that nurtures and supports patient and employee safety. Participates in recognizing and managing risk, collaborating with leadership and staff to decrease risk issues and improve safety. Utilizes root cause analysis to investigate risk issues.
13. Evaluates and administers the resources of nursing services.
14. All other duties as assigned within the scope and range of job responsibilities
REQUIRED MINIMUM EDUCATION AND CREDENTIAL:
EXPERIENCE:
Required: 5 years minimum of progressive nursing leadership roles.
Preferred: Previous VP / ACNO level experience, experience leading leaders in inpatient and / or emergency settings. Magnet nursing leadership experience strongly preferred.
Transfer center/central staffing/nursing operations experience.
Prior Leadership in Epic.
