Purpose of the role
The Compliance team takes responsibility for complying output on all BBCS branded services and UKTV channels. The candidate will ensure content complies with a number of regulatory bodies including Ofcom, ASA, NICAM (the Netherlands), the BCCSA (South Africa), MDA (Singapore), The Malaysian Content Code, ACMA (Australia) as well as BBC Editorial Guidelines. The Compliance Advisor may report to the Head of Compliance, Deputy Head of Compliance, Senior Compliance Advisor or Producer, BBC Studios.
Main ResponsibilitiesPrincipal Accountabilities
- Comply content for both UKTV and BBCS channel and platform portfolio.
- Ensuring content complies to with the Ofcom Broadcasting Code and Rules for On-Demand Programme Services as well as the BBC Editorial Guidelines, and other regulatory guidelines for global territories (such as NICAM, the BCCSA and FPB (South Africa), MDA (Singapore), The Malaysian Content Code, ACMA (Australia)).
- Make sound editorial decisions when editing content to specific time-slots, ensuring that there is continuity in the editorial and that edited content continues to be engaging to our viewers.
- Decide how to reversion programme content including making significant edits for time whilst maintaining the editorial integrity of the programme.
- Assess and version archive material to ensure that the best and most commercially beneficial versions are available to the business.
- Run content searches on UKTV’s existing library of content to identify what logged content clashes with topical news events.
- Support the Senior Compliance Advisors in the assessment of new content to ensure timely delivery and advise on scheduling restrictions for programmes and films.
- Maintain an audit trail of any referred compliance decisions.
- Review content after edit to ensure that all requested edits have been completed.
Scope & Impact
- Make log notes about the programme content.
- Identify content which requires continuity warnings.
- Identify appropriate still images within programmes (during viewing) to be used to promote programmes on-demand.
- Identify appropriate positions for in-programme promotion markers.
- Live and embrace BBCS values.
- Prioritise urgent and important tasks on a day-to-day basis, with minimal supervision.
- Working with publication critical material and deadlines to edit programme material to suit territories, channels and time slots without compromising quality.
- Direct and coordinate resources in a busy, production environment.
- Provide presentations to Compliance Unit and other Units within BBC Studios.
Relationships
- Offer compliance feedback on promotions to the Creative Team to ensure that they are compliant for their required timeslot.
- Respond to viewer and Ofcom complaints.
- Respond to compliance-related content queries from channel teams.
- Nurture and develop junior members of the team.
- To maintain good working relationships with counterparts in BBC Studios overseas and be an ambassador for compliance in all territories.
- Support the Senior Compliance Advisors, in their areas of specialism and provide cover in their absence.

- Ability to make edit decisions for pre-watershed, 20:00 and post-watershed broadcast
- Experience of using and maintaining an Excel database
- An understanding and awareness of different cultures and sensitivities with a global perspective
- Understanding of, and ability to demonstrate the importance of, the BBC's values in accuracy and impartiality.
Professional Experience
- Programme compliance experience essential
- Working knowledge of legal issues such as contempt and defamation
- Experience in making editorial decisions
- Experienced in preparing Edit Decision Lists
- Working knowledge and demonstrable record of implementing BBC Editorial Guidelines
- A detailed understanding of the Ofcom Broadcasting Code and On-Demand Programme Service Rules
- Practical knowledge of editing media
