The IT Business Analyst position serves as a liaison between the business area and information services to ensure sound business solutions are formed and implemented with quality. This position will work closely with the Senior Business Analyst, business units, and subject matter experts in the analysis, documentation, and management of business requirements throughout the life of the project, and will ensure the requirements are fully understood by the technical team before solutions are designed and implemented. This position will adhere to established System Development Life Cycle (SDLC) in facilitating innovative solutions that meet the specified requirements and add value to the business. This position will also evaluate and communicate departmental strategy to the business and IT staff. The IT Business Analyst II understands detailed knowledge of business processes, business rules, and a solid understanding of the systems that support such business functions at BCBSKS. **This position is eligible to work remotely in accordance with our Telecommuting Policy. Essential Functions Serves as a SME and a liaison between the business and technical areas to ensure sound business solutions are formed and implemented with quality. Helps ensure the growth and success of junior business analysts by providing mentoring and training in the established processes, policies, and procedures as well as Project Management tools and templates. Proactively assists the Senior Business Analyst in defining direction for future projects. The incumbent must quickly grasp new regulations as well as understand existing regulations. The analyst must prepare and stay current on new cross-divisional business requirements, system transactions, new technologies, and offer innovative solutions. Review and scrutinize all business processes. Offer broad solutions, as well as developing ROI’s, and high-level requirements. Interact and partner with project/program managers, architects, and development staff. Ensure the correct stakeholders are actively participating to clarify understanding of high level business needs and requirements. Work with company resources to accomplish changes to programs and systems. Ensure that processing system infrastructures are kept stable and in compliance with regulating bodies and entities. Assist other business staff in determining best practices for business process improvement. Acts as project leader for the execution of more complex projects of varying scope, size, and complexity for specific business areas and provide support to technical staff on enterprise-wide engagements. Validate requirements with stakeholders and the project team by communicating and presenting requirements artifacts, models, and deliverables appropriate to stakeholder needs for projects of varying scope, size, and complexity. Adhere to software development life cycle (SDLC), operational procedures, and project management methodologies in performing business systems analysis. Perform production support of assigned applications by researching, resourcing and resolving issues and coordinating the implementation of maintenance requests. May assist and/or interface in testing functions as appropriate Prepare comprehensive test plans, develop test data and expected results to support the testing of modifications to the assigned system(s). Work with the business areas to validate data according to identified test cases. Takes active steps to increase understanding of clients' business environment, priorities and processes, and emerging technology issues. Utilizes PMO services to facilitate projects when needed. Analyzes and identifies core business processes for application design. Participates in vendor user groups to lobby for critical application functionality. Participates in the definition, implementation, and execution of business and technical solutions. Documents, investigates, resolves and/or escalates issues and risks in a timely fashion. Assist the technical staff in analyzing and researching reported systems problems. One of the requirements for this position is to be accessible via mobile services (e.g., text, voice, data) and is therefore expected to be available to timely respond during non-working hours as scheduled and needed, in accordance with the written guidelines of the department applicable to the position. Qualifications Education Bachelor's degree related to Information Technology is preferred. Training in ITIL, COBIT, and AGILE is preferred. Experience Must have two (2) years total experience in Information Technology areas and/or with the specific systems utilized in the assigned areas. Understands and applies the fundamental concepts, practices, and procedures of the Business Analyst field. Considers most business implications of the application technology and process changes to the current business environment. Experience using the project management techniques that support the Project Life Cycle: Initiate, Plan, Execute, Close, and Monitor/Control by leading small to medium-sized projects and assisting in large projects. Experience working federal/state/local government projects preferred. Experience with Agile/Scrum and/or Waterfall processes is required. Experience using SQL and a computer programming language(s). Experience utilizing Microsoft applications (e.g., Word, Excel, Access, and Project). Must successfully complete relevant aptitude assessment(s) for the competencies needed for the position when applicable. Skills Continually seek opportunities to increase customer satisfaction and deepen client relationships. Create/revise analysis artifacts and deliverables such as business requirements, business rules, user stories, process maps, user workflows, data flow modeling, use cases, uses interface/prototypes, and acceptance test cases. Knowledge of all phases of software development including requirements analysis, design, coding, testing (integration, user, and performance), debugging, implementation, and support. Responsible for performing requirements definition, analysis, design, construction and implementation of new (or modifications to existing) systems to enhance and support business process automation. Ensure effective integration of new and existing systems. Develop accurate and complete test plans. Adhere to software release schedules. Identify and document existing system deficiencies. Define and/or contribute to roll-out strategies. Devise and participate in client training of new applications. Experience using database query tools and familiarity with database design.
