INTEGRATED MASTER SCHEDULER

LOCATION: Dahlgren, VA
SUMMARY: The full-time Scheduler will support the AB Program Office, Missile Defense Agency (MDA). The Scheduler will be required to create and maintain a single Program Integrated Master Schedule (IMS) using Microsoft Project Professional. The Scheduler will integrate (link) the work (tasks) of Government and contractor tasks and activities into a critical path schedule in a fast-paced, real time environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
1. IMS – The Scheduler will be required to maintain schedules by:
a. Incorporating and statusing information into the Government IMS from the prime contractor IMS and Government organizations
b. Providing critical path impact analysis and recommending conflict resolution actions as required to the Government Program Manager
c. Provide additional program top level reports of the Program IMS using Milestones Professional as may required by the Program Manager. The Scheduler is expected to define the schedule of a project or task, be self-sufficient, and require minimal supervision.
d. Manipulate and update schedules during meetings and respond to questions from customers regarding milestones and changes (as related to the MS Project software).
e. Performing schedule analysis of the prime contractor IMS, to include running the DCMA 14-Point Assessment and other health and status metrics, assist in conducting schedule deep dives of contractor schedules in support of Integrated Baseline Reviews.
2. MS Project Server IMS - The Scheduler will be required to create and publish an additional Microsoft Project Professional IMS on a Government Microsoft Project Server. The MS Project Server IMS will be a scaled down version of the Program IMS, but will still be required to depict a critical path. The Scheduler will maintain the MS Project Server IMS in the same manner as the Program IMS.
3. Schedule Baseline Reports - The Scheduler will be required to create and maintain a top-level schedule baseline and critical path report in MDA defined formats using Milestones Professional.
4. Travel - Some travel may be required.
NON-ESSENTIAL DUTIES: Perform other duties as assigned
EDUCATION AND EXPERIENCE:
- Bachelor's degree
- 5-15 years direct program scheduling experience preferred
- Must possess a journeyman level scheduling capability using MS Project Professional
- Capable of leading and executing tasks associated with Integrated Master Schedule (IMS) planning, development, execution and analysis for complex weapon systems
- Capable of following scheduling standards mandated by the Government Accounting Office (GAO) and Missile Defense Agency (MDA)
- Capable of working independently or providing mentoring to support team in problem solving
- Capable of interacting with multiple Integrated Project Teams to validate and understand requirements to assign resources, establish durations, validate horizontal and vertical traceability, validate critical path, and conduct schedule risk analysis
- Demonstrated experience supporting and interacting on a daily basis with high level DoD Officials (06 and above, GS equivalent), sitting on-site with the Department of Defense (DoD) Program Office and ability to deliver products successfully in a fast-paced environment (on demand)
- Demonstrated MS Office skills, particularly MS Excel, MS Word, and PowerPoint and relational database tools for data management (and reporting) are required
- Must have a keen attention to detail and be competent in general configuration management practices
ADDITIONAL KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES (Desired):
- Familiarity with MS Project Server; Open Plan; or other scheduling tools
- Experience in Department of Defense and/or MDA Programs
- Microsoft Office/Project Visual Basic for Applications (VBA) programming skills
- Knowledge of Primavera is desired
- Proficiency in Milestones Professional and working knowledge of @Risk for MS project is highly desired
COMPUTER SKILLS:
- Skill in operating a personal computer and standard office equipment
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
- Must be able to obtain and maintain a DoD Secret security clearance
