- 5-plus years of professional experience in government program or private child welfare program development.
- 3-plus years of direct program operations experience including program evaluation and statistical analysis.
- 1-plus years proven successful track record in submitting and securing & large private, state and federal grants.
- Previous supervisory experience.
Supervises: Quality assurance, research, and grants development personnel as assigned.
Summary:
The Vice President of Program Development & Quality Assurance will have overall responsibility for driving innovative and high-quality program design and executing growth strategies within the BCFS system. The Vice President of Program Development & Quality Assurance will oversee research, quality assurance, proposal creation and submission for all assigned service areas, including supervising a team as assigned. The position is a part of the senior management team that steers the overall strategy for organizational growth, and will represent the BCFS System on a local, regional, and national basis. The Vice President of Program Development & Quality Assurance will focus on expanding services, including strategic planning, program design, supporting division executives to measure and strengthen program performance to improve positioning for growth, and providing implementation support for newly funded projects.

Essential Functions:
1. Identify and secure existing, expanding and new funding for assigned companies/division.
2. Develop and maintain expertise on BCFS system programs for assigned divisions, agency strengths/capabilities, and evolving target service areas for growth.
3. In partnership with agency leadership, develop a strategic growth plan, to include: determining key fields to target for growth, projecting a growth timeline, identifying key stakeholders and a connection plan, and developing an agency-wide data sharing plan.
4. Support divisions to identify contract deliverables to maintain funding, to identify longer-term intended outcomes that support the division’s mission, and to strategize on program development needs to meet both deliverables and intended outcomes.
5. Support divisions to develop database systems which effectively collect and report on required deliverables, outcomes, and key measures necessary for inter-divisional growth.
6. Strategize with senior leadership and program personnel on program and proposal design, and lead grant writing efforts to secure funding.
7. Build and maintain relationships with potential funders and key community stakeholders, and proactively seek to identify service gaps, innovative solutions, pathways to funding, and funding priorities.
8. Support newly funded programs to develop launch plans, protocols, and data collection mechanisms in accordance with contract requirements and agency-wide data strategies.
9. Support programs to conduct needs assessments to identify unmet program participant and community needs, including survey design, facilitating or coaching programs to facilitate focus groups, team interviews, and data analysis.
10. Conduct periodic program evaluations, targeting programs anticipating upcoming growth opportunities or grant renewal, and as requested by BCFS senior leadership.
11. Engage research, technology, and other strategic partnerships strengthen program resources and better position programs for future funding.
12. Liaise between operational divisions and BCFS system resources (e.g. finance, legal, IT, etc.) to ensure program design leverages system-wide strengths.
13. Develop mechanisms to share program resources and lessons-learned between divisions to strengthen interdivisional performance.
14. Remain apprised of established and emerging best practices through coalition, conference, and training attendance.
15. Identify and/or review and approve program-proposed interventions for feasibility, affordability, relevance, and the strength of the research base behind the intervention.16. Support programs to develop their database systems to monitor their progress toward both deliverables and outcomes.
17. Other duties as assigned.
Measurable Deliverables:
1. Maintain organizational grant readiness, quality and timeliness of submissions to meet proposal deadlines, 100% of the time.
2. Achieve annual incremental increases in grant funding revenues for new operations, assuming organizational readiness.
3. Achieve grant success rate of 80% for existing (and expanding) programs with existing funding streams, provided program performance has met prior committed deliverables and the funding stream remains available.
4. In partnership with each Executive Director, develop an annual Program Development and Quality Assurance strategic plan per assigned division.
5. Develop new programs and support existing programs to incorporate best practices, research, and evidence-based interventions.
6. Provide technical support on program implementation needs, such as research design, curriculum development, needs assessment, accreditation, protocol development, and other program needs
7. Provide monthly/quarterly QA data reports to EVP-CoCOO and Executive Directors on status of all first year (new) programs or new funding streams regarding target deliverables and outcomes (e.g. logic models)
8. Provide annual program evaluation, needs assessments, and recommendations per division regarding growth readiness and competitiveness.
9. Lead program design and proposal preparation for funding capture. Ensure all proposals are compliant, competitive, and submitted timely.
10. For each proposal, ensure all approvals are secured from various BCFS system departments per funding capture protocol.
11. Report annually on new program development as it aligns with divisional goals.
12. Report annually on assigned division “Mission Measures” to demonstrate progress toward achieving divisional and interdivisional missions.
Credentials, Skills, and Abilities:
- Understanding of grant development, administration and compliance methods and practices.
- Working knowledge of government (federal) contracts.
- Excellent writing skills including experience preparing, editing, reviewing, and approving state and federal grant applications for submission.
- Excellent verbal communication and networking skills.
- Ability to work autonomously with minimal supervision.
- Demonstrate good and sound judgement.
- Ability to understand and interpret regulations related to grants.
- Ability to manage and coordinate multiple projects and meet critical deadlines.
- Ability to collect, analyze, and interpret varied information and data, statistical or narrative form.
- Demonstrated proficiency using standard office software applications and conducting web research.
- Excellent analytical, organizational, project management, strategic planning, communication and interpersonal skills.
- Ability to develop and apply flexibility, resourcefulness, and creative approaches to unique problems with an understanding of the full program-wide context.
- Proven supervisory and leadership skills.
- Ability to work in a team environment.
- Possess a valid driver’s license, work eligibility status and have an excellent driving record.
- Must pass criminal and driving background check.
- Ability to maintain confidentiality of work related information and materials.
