Project Overview
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities.
The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global
Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Position Summary
The Cranes & Rigging Superintendent is responsible for supervising and directing operations within the cranes & rigging discipline. Supervises and directs cranes & rigging craft, subordinate supervisors, and others, as assigned. Ensures assigned construction performance is following specifications and within schedules and budgets.
Job Dimensions

- Receives technical and operational supervision from assigned construction superintendent or other designated supervising superintendent.
B. Supervision Exercised
- Provides technical and administrative direction to subordinate superintendents, field staff and others, as assigned.
C. Contacts
- Contacts are normally limited to jobsite personnel, including craft and subcontractor personnel, or others as designated by supervising superintendents.
Responsibilities
- Provide ES&H leadership to personnel assigned to their department. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings.
- Ensure that all crane and rigging operations comply with applicable Bechtel procedures, OSHA standards, and federal, state, county, and local regulations, customer and project-specific requirements.
- Engages in Job Hazard Analysis (JHA) and signing FLHA cards for rigging activities.
- Manage assigned site cranes per processes and procedure requirements in regards to safe usage, site relocation, assembly/disassembly of telescopic RT-AT and lattice boom crawler cranes, safe rig up and safe raising-lowering of long boom cranes, proper set up, proper usage and site ground bearing conditions regarding build out of earth and timber crane pads.
- Manage site COE's (crane operator examiners) and crane operator qualification program including crane operator certifications, state licenses and medical certificates verifications.
- Ensures that assigned personnel are properly qualified for their task (e.g., signaling cranes); that they are trained, competent and aware of their responsibilities, and are complying with all applicable standards, requirements, and safe practices.
- Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches.
- Coordinate safety training and enforce safe work practices at all times in conjunction with the Environmental Safety and Health Supervisor.
- Champion the cause of ZERO Accident Philosophy. Ensure that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.
- Review and approve subcontractor equipment/personnel mobilization and demobilization.
- Plan the manpower and equipment required to execute the job.
- Monitor the activities of craft to ensure compliance with specifications and schedules.
- Interface with Labor/Industrial Relations for craft recruitment and training programs.
- Coordinate with the General Foreman to hire craft labor to execute work.
- Perform employee reviews and identify training and development opportunities for subordinate cranes & rigging personnel.
- Review craft time records using established automated tools.
- Responsible for the cost, schedule and optimization of craft labor and maintaining the 90 day and four-week look ahead schedules for labor and equipment.
- Prepare reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts.
- Provide input to quantity tracking applications and report weekly installed quantities to Project Controls.
- Responsible for implementing corporate project policies, procedures, and instructions within their assigned area(s) of operation.
- Coordinate and implement established area operational plans.
- Prepare material requisitions for tools and consumables and coordinate through Procurement to obtain these materials.
- Assist in performing construction testing as required.
- Perform other duties as required by Bechtel management.
Qualifications & Skills
Basic Qualifications
- University/B.S degree in Engineering or Construction Management plus 8 years of experience or 12 years of equivalent industry experience in-lieu of a degree.
- Experience on an LNG construction site especially along the U.S. Gulf Coast.
- Heavy industrial direct hire construction experience commensurate with the type of work to be undertaken.
- Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
- Computer literate in word processing, spreadsheets, and database applications.
- Working knowledge of applicable industry codes and standards.
- Excellent communication and problem-solving ability.
- Certified Crane Operator, experienced as A/D director for all types of mobile cranes
- Ability to read and interpret crane manufactures operators manual and load charts
- Experienced in safe use and inspection of rigging hardware
- Ability to develop 3 week look ahead schedule in regards to crane operations
- Monitor and track utilization of all site cranes
Additional Qualifications
- Certified rigger/signal person. NCCCO, NCCCER or equivalent
- Certified crane operator, NCCCO, NCCER or equivalent
- Certified OSHA crane inspector
- Bechtel Certified Rigging Engineer (CRE) certification.
Additional Information
Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
