Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.


UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.


The UPF project works on a variety of schedules based on area of support. Examples of typical schedules include 5/8s or 4/10s start times are flexible. The UPF Project has multiple work schedules that are subject to change and may require employees to work overtime and/or nightshift when a business need arises. Work schedule changes and overtime must be approved in advance by supervisors. The work location is at the UPF offsite location; however, the position can be in any town or site location and can be changed to support project needs.


Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.


Position Summary

The Employee Relations/Operations HR Specialist provides human resources services primarily in employee relations and HR operations. S/he provides counseling/coaching/advise/guidance to employees and managers on human resources topics or employee relation issues. S/he also conducts management assessments and audits; collects, assembles, and analyzes data or information for human resource reports and metrics. Typically handles human resources projects and activities that require a sound, broad knowledge of human resources principles and practices. The position is a direct report to the Project HR Manager.


Responsibilities

Employee Relations:

  • Receives incoming employee relations inquiries, makes initial assessment, conducts investigations
  • Efficiently resolves basic employee relations complaints, concerns, and allegations
  • May complete routine employee relations correspondence
  • Maintains ER metrics, assists in standardizing processes and equalizing workflows
  • Maintain a comprehensive understanding of the HR handbook, policies and employee relations concepts
  • Attends regularly-scheduled meetings with Delivery Area Employee Relations Team to address outstanding concerns
  • Provides consultation and advice to managers on a variety of employee relations and human resource issues, including performance management, attendance, progressive discipline, ethical/privacy or harassment concerns, and conflict resolution with the ability to bring forward concerns as appropriate to the project Human Resources Manager for issue resolution
  • Manages LOA/FMLA/ADA cases of varying types to include but not limited to: intermittent, family care, accommodations & unpaid leaves to ensure they are being handled according to company policy and procedures as well as in accordance with state & federal legislation
  • Explains and provides advice to workers about company and governmental rules, regulations, and procedures, and need for compliance.


HR Operations:

  • Provides a variety of human resources services in one or more HR functions such as employee processing and recruiting, relocation, college relations, staff augmentation placement, orientation, exits; implementing and evaluating human resources policies, procedures and learning and development programs.
  • Provides guidance and assistance to managers on NS&E programs and initiatives; may provide counseling/coaching/advise/guidance to employees and managers on human resources topics or employee relation issues.
  • Conducts management assessments and audits; collects, assembles, and analyzes data or information for human resource reports and metrics. Typically handles human resources projects and activities that require a sound, broad knowledge of human resources principles and practices.
  • Provides guidance and interpretation to employees and management on the intent of human resources’ policies and practices; recommends solutions to unusual and complex human resources problems.
  • Oversight over the project’s Policy Approval Requests (PARs) and Exception to Policies (ETPs) prior to submission for approval ensuring compliance with NS&E policies.


Qualifications and Skills

Basic Qualifications

  • Level One: Bachelor’s Degree in Human Resources or related discipline with a minimum of 6 years’ related HR experience, including employee relations, with demonstrated increasing responsibility over time OR 10 years of overall HR experience in lieu of degree.
  • Level Two: Bachelor’s Degree in Human Resources or related discipline with a minimum of 8 years’ related HR experience, including employee relations, with demonstrated increasing responsibility over time OR 12 years of overall HR experience in lieu of degree.
  • Must be a US citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment, education and travel.
  • Must be able to obtain site security badge for access to work site.


Minimum Qualifications

  • Experience leading employee relations investigations.
  • Knowledge of laws and government regulations pertaining to employee relations.
  • Intermediate knowledge of HR policies and procedures; knowledge of laws affecting HR.
  • Good organization and strong interpersonal relationship skills; communication skills (both written and verbal) are required to interface effectively with employees and all levels of the organization.
  • Strong analytical skills including proficiency working in Microsoft Excel, Word, Outlook, and PowerPoint.
  • Must have the ability to adjust quickly and effectively to changing priorities and deadlines and provide timely responses to our customers.
  • Ability to handle sensitive, confidential information and maintain discretion and confidentiality and capable of working independently with minimum supervision.
  • Must be able to work flexible and/or additional working hours during key HR initiative time periods.
  • Initiative, be self-motivated, detail-oriented, and organized to work in a fast-paced, team-based environment.


Preferred Qualifications

  • Knowledge of government compliance and charging practices.
  • Knowledge of human behavior and performance.
  • Certified to lead upward feedback and 360 coaching sessions.
  • Proficient in using Bechtel-HR Systems and Applications such as SAP, TalentWorks, SmartStaff, and PowerBI.
