Project Description:
Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable. BGCAPP operates on a 24/7 schedule.
Role Overview:
As a Technical Publications Supervisor, this position will report to the O&AS Manager at the BGCAPP location in Richmond, Kentucky. The position supervises a small team of technical editors and graphics representatives, providing direction and assigning work priorities and deadlines as necessary to meet project needs. Responsibilities include routine travel from town office location to the site location to engage with personnel represented by a variety of departments, teaming partners and external stakeholders to facilitate and coordinate the review, editing, comment resolution and approval process for a variety of project documents and other print and electronic media.
Principle Responsibilities may include but are not limited to the following:
- Supervises the day-to-day technical work and provides direction to a small team of technical editors and graphics representatives, estimates schedule needs, and may assign work to meet completion dates.
- Coordinates highly complex jobs independently as determined by technical terminology, length, scope, production methods, and client direction.
- Develops project-specific procedures covering technical writing duties with concurrence of the project O&AS Manager and the O&AS Functional Manager or designee(s).
- Reviews work of assigned staff to verify the documents produced reflect the appropriate established style for the document type and meet the needs of the customer.
- Reviews document requirements (including content, budget, and schedule) with customers as necessary. Recommends and coordinates document formatting and graphic design, resolves editorial and/or content issues, and provides any additional editorial support. May assist in publication planning, strategies, and organization.
- Plans, writes, edits, and proofreads simple to highly complex administrative and technical documents and other print and electronic media and may rewrite draft documents as necessary to meet industry and government standards. Plans format of documents, organizes content, edits text and graphics, and may provide instructions for final reproduction.
- Ensures draft document material is structured and formatted logically and resolves inconsistencies.
- Proofreads finished product and ensures accuracy, quality of deliverables, and compliance with project requirements.
- Coordinates reviews of documents leaving the project for OPSEC, ITAR/EAR, and safety concerns when requested by authors/POCs.
- May prepare cost estimates, including costs for graphics, document formatting, and reprographics.
- Monitors job progress of submitted documents and rearranges priorities to meet deadlines.
- Extracts data and assembles information for technical analysis and may make routine calculations for various reports as directed. May require conducting research.
- Responsible for electronic file management, which may include access and configuration control, as well as document tracking.
- Maintains document and resource files (photos and other support matter).
- May participate as a member or a lead on a production team on large and complex documents.
- Coordinates with Prime Contracts personnel to obtain client approval on certain documents.
- Develops written desk guidelines and maintains office style guide.
- May participate in records turnover activities.
- Resolves minor software/hardware related computer issues within group.
- Review and approve time cards and PTO requests from the group.
- Responsible for personnel activities and administration of the Technical Publications group; which may include interviewing and hiring activities, training, providing input for salary actions, employee evaluations as well as participating in the ranking process.
- Able to work overtime, as needed.
- Perform other duties, as assigned by O&AS Manager.
Basic Qualifications:
- Bachelor’s Degree in Communication, English, Journalism, Mass Media or a related field and 3 years of experience in a technical writing position.
- In lieu of a degree, a High School Diploma or equivalent and 9 years of relevant experience in Communications, English, Journalism, Mass Media or related field.
- This role requires a facility-specific clearance that requires U.S. Citizenship or able to work and remain in the U.S. without sponsorship.
- Must be able to pass a background check and obtain a site security badge.
Minimum Qualifications:
- Proficiency with standard document formatting/editing/production software, including electronic comment incorporation, importing graphic files, formatting tables, and developing and applying templates.
- Ability to direct a central technical publications group that serves a diverse group of customers and clients.
- Thorough knowledge of technical vocabularies and terminology used by various Engineering disciplines, Construction, Start-up, and Operations departments.
- Knowledge of standard editing/proofreading marks, and online editing/proofreading skills.
- Ability to assist management in defining the scope and style of technical publications requirements for customers and recommend approaches to meet these requirements.
- Comprehensive knowledge of current production methods and techniques, including graphics, word processing, and reprographic processes.
- Demonstrated knowledge of formatting, editing, grammatical and writing styles (e.g., MLA, APA, Chicago).
- Function well in a fast-paced environment and deal with pressure in a professional manner, while adjusting to changing priorities.
- Must be proactive, use individual initiative, follow assignments through to completion, and be attentive to detail, quality control and deadlines.

Preferred Qualifications:
- Experience producing high-visibility technical publication products for project reviews by government stakeholders, senior Corporate executives, and the public.
- Intermediate knowledge of SharePoint, Excel, Access, Outlook and Adobe Acrobat Professional. Possess a strong understanding of written and visual media.
- Excellent command of grammar (written and oral). Thorough knowledge of grammatical rules, spelling, punctuation, and required formats.
- Ability to perform substantive edits, write original text, and identify and apply appropriate level of editing based on considerations such as customer expectations, audience, visibility, and corporate standards.
- Demonstrated work history in successfully supervising personnel and leading small work groups.
- Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
- Ability to work at an elevated level of accuracy with attention to details.
- Experience working with confidential or government sensitive information.
- Knowledge of Six Sigma philosophy and activities.
- Demonstration of Bechtel’s “Zero Accident” philosophy though personal safe behavior/work practices.
- At least 5 years of current/prior experience on a chemical demilitarization project preferred.
