Nature of the Position

Supervise coach operators and paratransit drivers and the daily activities associated with a public transit operation; actively supports operators/drivers in enhancing quality service and ensuring compliance with applicable Federal, State, and local laws, rules, and regulations related to public transit operations, including the Americans with Disabilities Act (ADA).

Essential Duties & Responsibilities/KSA

  • Review and coordinate the work plan for assigned staff.
  • Monitor daily operations to ensure adequate staffing, inventory, and vehicle availability.
  • Provide on-the-job training and counseling to operators/drivers.
  • Maintain service and public safety; respond to operator/driver concerns about safety, service interruptions or delays; recommend corrective action to resolve issues.
  • Investigate and address passenger complaints regarding schedules, timeliness of service, safety concerns, missed stops and other services; resolve within operational guidelines.
  • Perform ride checks as necessary to respond to passenger or public relations problems; provide follow-up communication with the originator of the complaint.
  • Respond to and protect accident scene, take photos, collect statements, and gather information; work with appropriate emergency services ensuring public and passenger safety at accident scene.
  • Interview all appropriate parties and witnesses at accident scene; document the scene; prepare and review accident documentation; provide recommendations.
  • Conduct random field observations to evaluate coach operator and paratransit driver efficiency in the interaction and care of passengers and driving ability; make recommendations as necessary.
  • Ensure that operators and drivers adhere to Agency standards of safety, courtesy, and reliability; while following Agency policies, rules, and schedules.
  • Prepare written reports and other documentation.
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

High School Diploma or G.E.D. equivalent and five-years of driving experience operating a motor vehicle with an excellent driving record; two-years of lead or supervisory experience in a transit agency; or an equivalent combination of education and experience. Must possess a valid driver’s license.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS

Must obtain and maintain the following licenses and certifications for continued employment at BFT:
  • Commercial Driver’s License (CDL) with appropriate endorsements and corresponding medical certification, or ability to obtain within 180-days of employment
  • First Aid and CPR certification; or ability to obtain within 180-days of employment.

PREFERRED QUALIFICATIONS

Associate Degree in Business Management, Public Administration or related field from an accredited institution, and experience in supervising union employees, preferably in a public transit environment.

Other

  • Understand and apply Federal Transit Administration regulations governing the delivery of transit and paratransit services including Department of Transportation Americans with Disabilities Act regulations.
  • Principles and methods of supervision, training, and employee development.
  • Understand transit system investigative methods and techniques including report documentation.
  • Basic knowledge and operation of accessibility-related equipment and features based on ADA regulations.
  • Understand and apply collective bargaining and labor agreements to supervise, train, evaluate, and motivate staff in a union environment
  • Familiar with the geography, major transit routes, and landmarks of Benton and Franklin Counties; read schedules, paper/electronic maps and comprehend directions of travel.
  • React quickly and calmly in emergency situations and adopt an effective course of action within established guidelines.
  • Operate two-way radio and computerized dispatch system.
  • Safely operate a transit bus and other applicable vehicles related to assigned activities.
  • Ability to relate and communicate with diverse population and groups with empathy and respect.
  • Prioritize diverse assignments and conflicting demands.
  • Write clear, concise reports and other documentation.
  • Learn new technologies, policies, procedures and guidelines established by professional organizations and/or governing agencies.
  • Utilize office equipment and other relevant technology (software and systems) to meet business needs.
  • Understand, follow, and communicate clearly and concisely, both orally and in writing.
  • Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
  • Exercise sound judgment in making decisions.
  • Focus on tasks and recall details; handle frequent interruptions.
