SUMMARY

Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Construction Control Representative to support the US Army Corp of Engineers (USACE) at Elsworth AFB, Rapid City, South Dakota.  Candidate will be responsible for surveillance of construction projects and delivering findings to the USACE Contracting Officer’s Representative (COR).  Findings will include but are limited to the following:  Perform daily inspections of ongoing construction and complete daily reports in the Government’s  Resident Management System (RMS). Reports will include comments documenting work progress, contractor compliance with plans and specifications, tests conducted and test results, weather and site conditions, ongoing work activities, safety issues, issue resolution, as well as subcontractor manpower and staffing levels.

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

The Construction Control Representative is responsible for quality assurance and surveillance of construction activities on assigned projects and provides feedback and findings to the USACE Contracting Officer's Representative (COR).  Provides daily reports on all phases of construction for compliance with plans and specifications with respect to workmanship, materials, installation, and construction methods to government personnel.  Ensures contract plans and specifications relative to all phases of construction are followed, and communicates recommended changes to government personnel. Provides surveillance at construction sites and assists the COR in resolving conflicting contract requirements or site issues.  Serves as the on-site construction representative for the project’s overall Quality Assurance program.  Investigates and provides recommendations and data to assist the COR with preparation of change orders.  Develops detailed and site specific inspection requirements and control methods in coordination with Government personnel.

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)

Senior Construction Control Representatives must have at least ten (10) years of experience meeting the position description above and demonstrate experience with at least one of the listed specialized skills or codes under the position description.

 

The following is a list of specialized skills or codes which may be required:

  • Medical Gases (NFPA 99)
  • Life Safety Code (NFPA 101)
  • National Electric Code (NFPA 70)
  • Plumbing (IPC)
  • Fire Protection Systems (NFPA 13 & 72)
  • HVAC/TAB (ASHRAE/AABC/NEBB)
  • Building Commissioning
  • Communications & Security (IT, Nurse Call/Code Blue, Imaging & IDS/PACS, ICD 705)
  • Biomedical Engineering (CT, PET, CATH, MRI, )
  • Transport/Equipment (Patient Lifts, Elevators, Transport Systems, Pneumatic Tube, Food Service, Sterilizers, Mortuary, & Laboratory)
  • Dredging
  • Welding Inspection
  • Painting and Metalizing Inspection
  • Environmental HAZWOPER, site sampling (40-hour HTRW course and current 8-hour refresher)
  • Airfield Paving and Concrete

Knowledge, Skills, Abilities, and Other Characteristics

  • Experience in commercial and civil works construction
  • Strong written and oral communication skills
  • Ability to work independently and in a team oriented, collaborative environment
  • Ability to pass background check
  • Must have two valid forms of Government issued identification
  • Valid driver’s license and ability to drive full size truck on dirt roads

Preferred

  • Proficient in MS Word and Excel
  • Experience with US Army Corps of Engineers Resident Management System (RMS)

NECESSARY PHYSICAL REQUIREMENTS

  • Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components.
  • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place on uneven terrain within the project location with occasional use of stairs/ladder when no elevator is available; bending, pushing, pulling, and standing for up to 2 hours. When on projects under construction, use of personal protective equipment (PPE) including hard hat, eye and hearing protection, steel-toe shoes, and additional protective equipment will be necessary.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS

  • This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed in both of the following:

  • Office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system and field.
  • Field setting with exposure to varying weather conditions including high heat, rain, snow and wind.

SUPERVISORY RESPONSIBILITIES

  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
