OVERVIEW:

The Project Controls Manager will play a key role in assisting in the establishment, training, facilitation of project lifecycle including WIP management. Working experience with cost control, earned revenue, budgets, estimating, change management, planning, forecasting, reporting progress and performance, and analyzing data from project leading indicators. This position will work cross functionally with finance and operation teams to support the efficient delivery of programs along with corporate and business unit goals. The Project Controls Manager will also be responsible for driving compliance and recommending best practices to market operations group to effectively drive targeted margins.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Have a solid business acumen and the ability to analyze financial data. As well as the ability to recommend decisions to management that increase financial performance.
  • Provide support in the management of project budget and cost control functions including budgeting, scheduling, change management, estimating, tracking progress, forecasting, and earned revenue management
  • Develops, implements, and maintains a management reporting data base to produce program controls reports.
  • Ensures regular and timely reporting of the projects progress to advise of any conditions that would affect timelines or costs. Establish project budget, baselines, and report variances
  • Develop and maintain project cost in systems in accordance to control accounts guidelines.
  • Promotes open communication and collaboration between all parties to ensure that projects are completed with minimal disruptions and delays.
  • Interface working with Finance for corporate review purposes and questions.
  • Oversee the activity associate with projects. Interface with operations management daily as to the status of projects. Ensure workflow is being achieved and milestones are being reached in a timely fashion. Provide management supervision, and leadership to ensure controls are being adhered to and following company guidelines. Insure the successful completion of all project deliverables, and contract compliance.
  • Gathers and tracks quality data used for budgets, contracts, change orders, trends and actual costs
  • Create and maintain strong relations and communication with regional market teams.
  • Develops and maintains program controls procedures consistent with Company and client needs
  • Conduct weekly meetings with market operations project staff to review individual site progress; provide support in project tracking and financial data.
  • Ensures regular and timely reporting of the projects progress to advise of any conditions that would affect timelines or costs
  • Maintain proper communications and relations with project personnel; coordinate internal resources and ensure the team has competent personnel to accomplish their respective duties.
  • Minimizes our exposure and risk on project.
  • Effectively communicates relevant project information to superiors.
  • Resolves and/or escalates issues in a timely fashion.
  • Demonstrated strong knowledge and experience in various aspects of project controls, accounting, estimating, planning/scheduling, progress measurement, forecasting/ reporting.
  • Delivers engaging, informative, well-organized presentations.
  • Build strong communication channels with internal stakeholders in various departments.
  • Ensure smooth communication within the project team and other cross-functional teams.
  • Interface with internal/external stakeholders on a regular basis.
  • Review budgets for each project and measure actual performance versus budgets.
  • Identify areas where Markets may be missing billable items and track the management of those change orders.
  • Familiarizes themselves with all Customer contracts and oversees Company compliance with those contracts.
  • Should attend all Market reviews and Executive Staff meetings.
  • Responsible for meeting established milestone SLA and properly documenting all milestone achievements in company databases.

SUPERVISORY RESPONSIBILITIES:

This position carries out supervisory responsibilities in accordance with the organization's policies and applicable state and local government laws.

  • Manages employee performance including recruiting, retention, and termination. Facilitates employee performance reviews and manages periodic employee merit increases.
  • Responsible for ensuring all company, and OSHA, safety practices are followed.
  • Recommends measures to improve production methods, equipment performance, and quality of product.
  • Promotes a positive work environment and addresses employee concerns.
  • Responsible for employee training, mentoring, coaching, and creating employee development plans. Manages employee rewards and recognition.
  • Promotes and maintains quality control and safety in accordance with guidelines.
  • Ensures adherence to all company policies and procedures.
  • Responsible for employee performance documentation in accordance with company policy.

  • Heavy Excel knowledge and skills is required
  • Requires knowledge of the principals of cost estimating, scheduling, finance, and contract administration.
  • Must have strong time and cost management skills, as well as strong quality management and procurement management skills
  • Must possess strong communication management skills including proficient oral and written communication and presentation skills, as well as the ability to communicate effectively with wide variety of people with diverse background of all levels and disciplines
  • Ability to interact, in a respectful manner with clients, consultants, property owners and staff.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and regulatory personnel.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

QUALIFICATIONS:

  • Good communication skills, reading and writing skills (English)
  • Excellent computer skills. Advanced knowledge and use of Microsoft Office (Excel, Word, PowerPoint & Outlook) and project management software.
  • Experienced setting up and monitoring complex project schedules
  • Clean driving record and valid driver’s license and reliable transportation to and from work.
  • Must be able to accommodate out of town travel. Ability to work and travel on a flexible schedule as needed, including weekends.
  • Highly organized and be able to effectively report verbally and written reports back to the Operations Manager or Director.
  • Experience in managing employees – hiring, terminating, completing performance reviews, allocating work, setting schedules, training, etc.
