BHT works with more than 100 organizations across Adams, Ferry, Lincoln, Pend Oreille, Stevens, and Whitman, counties and the Kalispel Tribe, Spokane Tribe of Indians, and Colville Confederated Tribe reservations to promote practical solutions that meet the needs of the people and communities we serve. Over the past five years, BHT has had the privilege of governing our region’s 1115 Medicaid Waiver funds. About the Position

The Manager is committed to supporting the Vision, Mission, Values and commitment to equity and aspirations of BHT in becoming an anti-racist health transformation organization. This role is responsible for developing, overseeing, organizing, storing, and alayzing data and data systems. The Data Manager will ensure that all of this is done with the utmost security and confidentiality, and in a timely manner.

 

Essential Job Functions

Effective Program Management  

This role manages program objectives and goals, which includes planning, scheduling, managing, executing, and monitoring progress of the program, including how the budget is being used. The Manager creates a program timetable and establishes program objectives/goals alongside their supervisor and consistently reviews program deliverables and work results. The Manager evaluates and manages the risks associated with program fulfillment and provides regular updates to their supervisor/Director. Additionally, the Manager consistently conducts quality checks and assurance of program deliverables and manages unforeseen challenges/changes throughout the program. Additionally:

  • Create, revise, train, and support data management policies.
  • Implement procedures related to the secure and efficient handling and sharing of data.
  • Analyze and interpret data in collaboration with the Program Team.
  • Identify patterns, relationships, and problems in data and statistical sets.
  • Evaluate the performance of data systems and seek ways to enhance them or propose alternative platforms and tools.
  • Determine limitations in data reliability and usability.
  • Extract pertinent data and build detailed reports for the program team and leadership.
  • Ensure security from data loss, security breaches, and hacking.
  • Develop techniques that allow for the collection of accurate data.
  • Ensure compliance with standards and laws regarding data security.
  • Develop measurable definitions and data collection methodology to support programmatic work and organizational strategic measures.
  • Support and train subcontractors and community partners of BHT regarding data security, accurate data collection, and programmatic reports.
  • Collaborate with program team and leadership with Quality Assurance and Quality Improvement initiatives.
  • Experience with handling/managing and reviewing sensitive documents, such as financial and contract documents;
  • Develop an annual program work plan, in collaboration with their supervisor, that includes monthly deliverables and budget requirements for annual KPI achievement;
  • Meet at least biweekly with the Director to ensure work plan achievement or make mid-cycle corrections; and
  • Be attentive and alert to unexpected challenges and changes throughout the program’s lifecycle and alert the Director with as much time as possible.

 

Skilled Management Communicator

The Manager is an effective supervisor, co-creating and maintaining a healthy organizational culture. This includes modeling a growth mindset for diversity, equity and inclusion. Management includes ensuring that program execution remains centered on the needs of the community and addresses inequities collaboratively. The Manager tracks community partner and interdepartmental satisfaction throughout the program lifecycle. The Manager also coordinates with various inter-department members of the team to ensure all members are on the same page concerning the program’s requirements, deadlines and schedules. Additionally:

  • Developing and maintaining key relationships with community partners to ensure program satisfaction;
  • Clearly and effectively communicate program developments to external partners while brokering trust between BHT and its partners
  • Prioritize partner engagement and satisfaction throughout the program; and
  • Coordinate with the various inter-department members of the team to ensure that all members are on the same page concerning the program’s requirements, deadlines and schedules (Finance, Communication, HR and Operations).

 

Fiscal Competence Data Compilation

The Manager creates a program budget alongside their supervisor/Director, ensuring team members have the resources they need to achieve their objectives. The Manager assembles data to support the creation of status reports for Directors/EVPs. This data is used to inform the types of services and programming offered to community partners/members. Additionally:

  • Understand and manage all requirements for any contract/grant under their management, including program assurances;
  • Great data management/analytic skills, including data entry and cleaning, ability to interpret data, pulling data for reporting, and data visualization;
  • Understand budgets to effectively communicate expense categories and match requirements to external partners;
  • Experience with invoice processing and/or managing to a budget (not exceeding approved program budgets, monitoring expenses, etc.);
  • Support annual budget creation and monthly management with supervisor/Director;
  • Lead all project team meetings with agendas, following up with meeting notes, ensuring all relevant data is organized in SharePoint files for annual audit compliance;
  • Responsible for monthly, quarterly and annual KPI reports to Director; and
  • “Super User” skill level with Asana and Fluxx for program/project management.

Qualifications

  • 2 years of Subject Matter Expertise
  • 3 years of Leadership and Management Expertise
  • Excellent program development, management, and leadership skills

  • Proficiency in technology in a productive and efficient way
  • Able to prioritize and multi-task in a fast-paced work environment
  • Excellent interpersonal, verbal, and written communication skills necessary to communicate effectively with internal and external partners
  • Demonstrate attention to detail, accuracy, and precision
  • Related lived experience that demonstrates the skills and qualifications listed above

Working Conditions

This position requires the ability to:

  • Remain in a stationary position for prolonged period of time;
  • Move/traverse within a multi-level office space, to/from community partner locations, and various meeting spaces;
  • Often move/transport equipment, supplies that may exceed 30 pounds;
  • Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer; and
  • Communicate frequently, effectively, and accurately with internal and external partners.


Environmental Conditions

Generally, in an office environment with visits to external environments that require traveling to and from various locations within the BHT region of Spokane, Lincoln, Pend Oreille, Stevens, Ferry and Adams County and occasionally to the west side of the state. Post-COVID, BHT has adapted a hybrid work approach, encouraging in-person meetings with team members and community partners.
