What are the responsibilities and job description for the HR Compliance Associate position at BI USA?
This person is responsible for supporting HR Compliance activities for all US Operating Units (OPUs) to support regulatory and business requirements. Ensure employee data requests, submissions and audits are compliant with all BI local & global, state and federal employment laws and in accordance with BI guidelines and policies. Provide related administrative support for Local HR Services & Compliance, and Employee Relations organizations. This role has a flexible hybrid onside work schedule on-site at our Ridgefield, CT office.
Duties & Responsibilities
Form I9 & Work Authorization:
- Administer the I-9 & E-Verify process for all US employees. Audit all new hires for timely and accurate completion of I-9/E-Verify. Update the system with name changes and transfers of employees between US OPUs, terminate exiting employees in Form I9 portal.
Unemployment Claims:
- Process unemployment claim requests for all OPUs including responding to claim and hearing requests and researching data in BI HRMS systems. Maintain list of users access and update Vendor as necessary.
Compliance Requirements and internal audits: With the direction of HRC Specialist, collect data and conduct the following data audits:
- CT JOLTS: Collect and submit required employment data to the state of Connecticut for the Jobs Opening and Labor Turnover Survey on a monthly basis.
- Ethnicity Verification: Conduct monthly audit and follow up with employees whose ethnicity data is incomplete. Conduct full audit bi-annually to ensure downstream reporting is complete and accurate.
- Job Groups: Conduct monthly audit of all newly created jobs against BI's job matrix. Contact Employee Central and Compensation teams when discrepancies are found.
- Debarment: Conduct annual audit of currently active, California credentialed employees in accordance with CA law.
- Minimum Wage: Conduct annual audit of US employees salaries and hourly rates to ensure compliance with all city, state, county, federal and US Territory minimum wage laws.
Employee Personnel Files & Records Retention:
- Collaborate with Employee Central to ensure all active, separated, new hire and rehired employees have complete electronic files created in accordance with BI compliance requirements. Order personnel files from off-site storage as requested by Legal or HR. Track requests and returns of any files retrieved from storage.
Employment Notices:
- Send legally required state notifications to applicable new hires. Maintain spreadsheet of all OPUs, physical addresses and contacts for required employment notice updates. Annually update hard copy employer notices on site in Ridgefield.
- Provide administrative support for HR Compliance, Employee Relations and locally-supported GBS HR Activities:
- Create POs and review invoices for accuracy prior to initial approval level for payment.
- Update and maintain Local HR Services & Compliance Work Instructions and tracking library.
- Create and maintain system user access for ADP and Form I9 Vendor portals.
- Maintain HRC & ERM MyBI Next intranet content.
- Print and/or mail miscellaneous documents including paychecks, garnishments, reconciliation statements and payroll tax checks and documentation.
- Ensure compliance with BI legal guidelines, US data protection guidelines and global governance.
- Maintain high level of confidentiality.

Requirements
- Bachelor's Degree from an accredited institution preferred
- Two-plus (2 ) years of experience working in Human Resources or related experience preferred
- Knowledge of HR policies and processes as well as an understanding of employee master data
- Familiarity with HR federal, state, and municipal compliance requirements
- Requires an understanding of BI policies, processes and supporting system
- Ability to effectively interface with internal stakeholders and external vendors
- High level of technical aptitude in MS Excel, Word, Teams, Outlook and PowerPoint
- Professionally articulate written and verbal communication skills
- Outstanding organizational, prioritization and time management skills
- Problem-solving, analytical skills, attention to detail and ability to be self-driven
- Strong customer service skills and quality orientation
- Ability to maintain confidentiality
- Experience with SAP, SuccessFactors or an HRMS tool preferred

Salary : $54,600 - $69,100
