JOB TITLE: Vice President - Strategic Supply Chain, USA.
MANAGER: Enterprise Support Services (ESS) Director.
FLSA JOB STATUS: Full-time exempt, based in either Portland, CT or New Orleans, LA (unless otherwise agreed).
HOURS WORKED: ~50 Per week.
TRAVEL REQUIREMENT: 35%
MAIN DUTIES AND RESPONSIBILITIES:
- Lead Birdon’s supply chain, in the U.S.A, across multiple maritime engineering programs, projects, and locations. Including purchasing, warehousing and logistics, resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, bid/tender support.
- Manage the relationship cycle with strategically significant vendors.
- Develop and lead Birdon’s production efficiency programs in the U.S.A and implement a resource loaded plan to attain the level at which we utilize full production capacity most efficiently.
- Lead pursuit and capture of U.S. Government grants to support Birdon’s long-term investments in the growth and/or enhancement of workforce critical skills, facilities, and research and development.
- Support the Birdon designated lead in our pursuit of AUKUS Nuclear Submarine opportunities.
- Develop and grow Birdon’s spare parts fulfillment program to US defense agencies (in collaboration with Birdon’s program directors).
- Support Birdon’s on-going evaluation and/or implementation of MRP and ERP systems.
- Achieve “best value for money” solutions, balancing price, quantity, lead-time, and quality.
- Develop acquisition/sourcing strategies and lead the activities for all phases of the Business Acquisition Process including RFPs.
- Ensure that program’s supply chains have completed and accurate schedules, budgets, make/buy plans, and procurement and subcontract strategies.
- Identify optimal shipment and transportation routes with attention to consolidation of warehousing and distribution.
- Assess the need for material-handling equipment and staffing; make recommendations to ensure efficient loading, unloading, movement, and storage of materials.
- Negotiate prices for raw material and delivery with suppliers, vendors, and/or shipping companies.
- Participate as member of the bid and business development team, providing information and guidance on availability and cost of facilities, equipment, supplies and materials.
- Lead and implement supplier quality processes and systems across Birdon relating to supplier risk assessments, supplier quality agreements, and supplier audits.
- Develop and track performance metrics for all levels of Birdon’s supply chain activities to include but not limited to supplier performance, supplier quality (in collaboration with senior leadership team), internal order placement performance and buyer activity levels.
- Ensure performance improvement and recovery plans are developed, issued, tracked, and reported on as required for supply base management and improvement.
- Performs other related duties as assigned.
EXPERIENCE:
- Minimum 20 years’ experience with purchasing, expediting, MRP/ERP systems.
- Advanced knowledge of supply chain management techniques, practices or theories gained through wide seasoning and/or special development.
- Experience implementing CPSR preferred.
EDUCATION:
- Degree or master’s in business management, STEM, or similar technical education.
- APICS/ ASCM/ membership & certification preferred.
REQUIRED SKILLS:
- Familiarity with, and oversight of, U.S. Coast Guard (USCG) and Department of Defense (DoD) / CASG supply chain and contracting, with a focus on identification and elimination of noncompliance risks.
- Working understanding of the U.S. and Australian Government acquisition process, contract functions, commercial contracting methods, FAR/DFAR/HSAR, and other regulations.
- Financial management and business acumen skills.
- Effective at using data, logic, and instincts to identify opportunities, problems and execute solutions.
WORKING CONDITIONS:
- This role will require domestic and international travel.
