Organization: Bill Sorro Housing Program (BiSHoP) is named after Bill Sorro, a Filipino-American artist and activist born and raised in San Francisco who dedicated his life to fighting for workers’ rights, immigrants’ rights, and tenants’ rights. BiSHoP provides affordable housing application assistance, case management, housing education workshops, and other services to support low-income adults and families obtain and sustain safe and affordable housing. BiSHoP predominantly serves BIPOC (Black, Indigenous, and People of Color), immigrants, seniors, people with disabilities, LGBTQIA individuals, and other vulnerable tenants and residents in San Francisco. Our goal is to prevent further displacement of these communities by advocating for our clients and their right to continue to call San Francisco home.

Overview: Housing Case Management is at the heart of BiSHoP’s services, and without a housing case management team, there is no BiSHoP. The primary duties of the Housing Case Manager involve intaking clients, assessing their housing needs, creating with them a case plan toward meeting their housing goals, and reviewing and updating with clients their case plan as needed. Supervision is provided by the Executive Director. This position is ideal for those experienced in social work, counseling, and/or case management and would like to either broaden one’s existing experience in tenants’ rights and affordable housing counseling or are keenly interested and would like to learn more through the active and hands-on role of direct service.

Duties and Responsibilities:

  • Conduct comprehensive intake interviews, assess client housing needs, and create with clients case plans to achieve their housing goals; work toward client housing goals requires both client and case manager’s proactive participation
  • Case management includes but is not limited to: tenants’ rights counseling, advocating on behalf of clients to landlords, lawyers, leasing agents, the San Francisco Housing Authority, the San Francisco Rent Board, the Mayor’s Office of Housing and Community Development (MOHCD), and others; navigation of city agencies, programs, and services with the client and/or on clients’ behalf; supporting clients throughout all stages of the city’s DAHLIA housing lottery for affordable rental housing
  • Monitor and accurately document client progress toward housing goals; counsel clients through challenges; work with clients to regularly assess their case plans, progress, and barriers to revise case plan and goals if needed
  • Educate clients on topics relevant to their housing needs and goals, including but not limited to tenants’ rights, rental readiness, the eviction process, the DAHLIA housing lottery, and the Below Market Rate rental program
  • Enter and maintain accuracy and confidentiality of case notes and record-keeping in client database, maintain integrity and confidentiality of digital and physical client documents
  • Maintain professional working relationships with property managers, leasing agents, MOHCD staff, service providers, and others; network with other nonprofit and social service agencies on behalf of BiSHoP
  • Participate in trainings, workshops, coalitions, and community meetings that aid skill and leadership development, networking and relationship-building with community partners and allies, or are otherwise professionally and/or organizationally beneficial to attend
  • Support BiSHoP’s Outreach and Education Coordinator with housing education workshops and other presentations as needed
  • Performs other duties related to the implementation of BiSHoP’s service model and strategic plan as assigned by the Executive Director

Minimum Required Knowledge, Skills, and Abilities:

  • Professionally and ethically interacts with clients, community members, staff, and others; practices cultural humility and sensitivity, with a person-centered framework that understands BiSHoP serves a culturally, ethnically, and linguistically diverse population
  • Minimum of two years experience of working with vulnerable communities in a direct service role and displays sensitivity to individuals, families, and households who are immigrants, low-income, homeless, disabled, LGBTQIA , or are of other diverse backgrounds
  • Awareness of the landscape of affordable housing and tenants’ rights in San Francisco and the ongoing affordable housing crisis
  • Comfort navigating city bureaucracy and public agencies
  • Strong critical-thinking and problem-solving skills, ability to maintain confidentiality and display good judgment
  • Excellent communication skills (verbal and written), listening skills, and interpersonal skills
  • Attention to detail, ability to prioritize multiple competing tasks, and ability to work independently with limited supervision
  • Proficiency with Microsoft Office (Word, Excel, Powerpoint); Google Workspace (Docs, Sheets, Calendar, Spaces, Forms, Slides, and others); able to learn new platforms, software, and other technology quickly; experienced with data entry

Desired Knowledge, Skills, and Abilities:

  • Reading, oral, and written fluency in a language other than English; proficiency in translation and interpretation in Arabic.
  • Minimum of two years previous experience in any of the following: housing case management, tenants’ rights counseling, or community work.

Education: A minimum of a bachelor’s degree in social work, counseling, sociology, ethnic studies, labor studies, urban planning, public health, or other related social sciences field is recommended, but not required. Relevant experience (professional, volunteer, and/or lived) will be considered in lieu of education, but education alone will not be considered; a combination of education and relevant experience is ideal.

Salary and Hours: Monday-Friday, 10am-6pm, 40 hours/week, some evenings and weekends required, exempt, position requires frequent on-site and off-site appointments with clients; remote work is available for days that in-person appointments are not scheduled

Other: Proof of COVID-19 vaccination and updated booster shots are required; willingness to abide by office policies regarding masking and social distancing is required.
