Your Role
The Foundation is an independent licensee of the Blue Shield Association. Blue Shield of California has contributed more than $500 million to Blue Shield of California Foundation since 2002 to have a positive impact on California communities. Our mission is to build lasting and equitable solutions that make California the healthiest state and end domestic violence.  The Senior Evaluation and Data Strategy Manager will help execute the Foundation’s evaluation and research strategy and ensure that the Foundation staff and leadership, grantees and stakeholders have access to the information they need to support systems change, and to measure and assess progress towards Health Equity and reductions in Domestic Violence in California.

 

 

Your Work

In this role, you will:

  • Translate highly complex data and research finding into consumable, actionable insights via summaries, visualizations, and recommendations
  • Work with Foundation teams to assess the Foundation’s impact and influence on achieving the Foundation’s mission. These efforts will include developing a dashboard to document progress toward achieving the Foundation’s mission, supporting the development and use of logic models and theories of change to advance our measurement work and program strategies 
  • Partner with Foundation staff, external evaluators, grantees, and Foundation teams to identify key questions, methods, and approaches to improve the evidence base to advance domestic violence prevention efforts in California and nationally
  • Assess internal and external progress and impact on health and domestic violence 
  • Synthesize evaluation and research findings and develop tools and templates to support learning from evaluation and measurement efforts
  • Share data and research findings with key stakeholders, including the Foundation’s Board of Trustees and Executive Team, ranging from dashboards to narrative reports
  • Work with the Foundation’s Communications and Public Affairs team and Program team to share, interpret, and build capacity to utilize data with grantees, communities, the field, and public policymakers
  • Implement the Foundation’s strategy to use data to drive and support strategy refinement, as well as changes in public understanding, social norms, public policy, organizational practice, and effective service programs
  • Lead grantmaking efforts that align with the Foundation’s data strategy and the needs of the communities we serve and engage public officials, philanthropy leaders, communities, researchers, and other experts to identify how improved data and access to data can support population health
  • Implement a platform for Foundation-wide learning within and across program portfolios to ensure that the Foundation translates learning into action
     

Your Knowledge and Experience

  • Requires a college degree or equivalent experience. A Master's degree is strongly preferred; emphasis on data analytics, research methods, statistics
  • Minimum of 7 years of strategic planning, research and evaluations, learning, or relevant experience required
  • Strong collaborative skills and cultural competency that enable the individual to work with and across diverse professional disciplines, communities, interests, and experiences
  • Demonstrated competency with data, measurement, and strategy at the global and granular levels 
  • Experience designing, developing, and maintaining dashboards that support organizational learning and decision-making
  •  Analytical acumen demonstrated in fields as diverse as statistics, data science, economics, and policy analysis
  • Knowledge of methods for protecting confidential data, creating, and managing databases and establishing data governance policies
  • Experience with qualitative and quantitative software packages
  • Demonstrated professional and personal commitment to health improvement and equity
