Description
Position requires being part of a fifteen (15) member project team at the Bureau of Engraving and Printing (BEP), the U.S. Dept. of the Treasury, to provide labor relations (LR) consultant services to support the BEP Office of Human Resources' LR program. Primarily, the project team will provide thorough advice and negotiation support for up to nineteen (19) collective bargaining agreements (CBA) between BEP and its unions that may be reopened for bargaining. Certain other labor relations support, e.g., training, responding to grievance-related matters and general LR program support, may be required as well, under a twelve (12) month contract with four option years.
Requirements
• Bachelor’s degree and at least 5 years of Federal Labor Relations (LR) experience representing management in labor-management negotiations and third-party proceedings, e.g., hearings before the Federal Labor Relations Authority (FLRA), Federal Service Impasses Panel (Panel), and the Merit Systems Protection Board (Board).
• Knowledge of the Federal Service Labor-Management Relations Statute; labor laws, rules and regulations; relevant Executive Orders; and OPM policies, practices and procedures governing LR in the Federal sector.
• Experience representing management in negotiated grievance procedures, negotiability determinations, alternative dispute resolutions, and unfair labor practice charges, as well as any disciplinary and adverse proceedings stemming from grievance procedures.
• Demonstrated experience advising and presenting arguments on LR matters to management at various levels (e.g., the Agency or Department, Office of Personnel Management, FLRA, Panel, and/or Board).
• Experience with Weingarten Investigations.
• Experience conducting research and analysis of case precedent using CyberFeds and other LR resources.
• Ability to effectively use MS Word, MS Excel, MS PowerPoint and SharePoint.
• Ability to work effectively as part of a team dynamic or individually under stringent deadlines.
