Position: Waste Management Tech
Starting Salary: Pay Grade 10 - starting salary $16.37 per hour
Work Hours: 40 hours a week

GENERAL PURPOSE
Performs a variety of full performance duties as needed to receive and process materials deposited at the solid waste transfer facility or landfill; performs routine cleaning and maintenance of assigned work areas.
SUPERVISION RECEIVED
Works under the general supervision of a Landfill Maintenance Operator and/or the Solid Waste Manager.
SUPERVISION EXERCISED
None.
ESSENTIAL FUNCTIONS
Directs traffic and the unloading activities at the solid waste transfer facility receiving area; monitors wastes for listed or characteristic hazardous or unacceptable materials; provides for proper disposal; monitors landfill area to assure proper disposal of approved materials.
May act as transfer station gate and scale house attendant; weighs and records materials received; maintains detailed computer records of volume and type of waste entering the landfill through the transfer station; and checks contractors and the public before admittance for compliance with regulations.
Apprises public of regulations and guidelines governing proper methods for disposing of various types of hazardous materials.
May provide initial response as needed to contain and mitigate hazardous material spills or releases in connection with transfer facility operations.
May operate heavy equipment in a training capacity to push and compact waste for shipment to the sanitary landfill; may perform routine maintenance on assigned equipment, i.e. cleaning and greasing track, arms, buckets, checking fluid levels, fueling, etc.
Operates loading machine and loads trucks transferring refuse to landfill; assures proper operation of the loading machine and performs routine maintenance.
Maintains oil fired furnace; assures proper operation for producing and providing heated facilities during winter months.
Monitors receiving and segregation of materials in the recycling area; provides information to the public concerning disposal and recycling of solid wastes; may assist with Freon recovery process.
Performs cleaning and maintenance of work areas using motorized sweeper and various cleaning equipment and chemicals; performs winter operations duties, i.e., snow removal to allow year-around public access.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
1. Educations and Experience:
A. Graduation from high school;
AND
B. One (1) year of experience in the operation of mechanized equipment;
OR
C. An equivalent combination of education and experience.
2. Required Knowledge, Skills and Abilities:
Working knowledge of the principles and techniques of heavy mechanized equipment operations; hazards and safety standards common in medium and heavy equipment operation, maintenance and repair.
Ability to read, interpret and apply moderately complex written and oral instructions related to identification and handling of hazardous and unacceptable materials; perform strenuous labor for extended periods of time under varying conditions; establish effective working relationships with employees, supervisors and the general public.
3. Special Qualifications:
Must complete state certification requirements for Hazardous Materials First Responder - Operations Level within one year of appointment.
Must obtain a Freon recovery certification.
Must be willing to work shifts including weekends and holidays.
4. Work Environment:
Incumbent of the position performs physically demanding duties both indoors and out. Tasks require a variety of physical activities involving muscular strain, such as: lifting, walking, standing, stooping and reaching. Vision and hearing faculties are essential to the safe performance of job duties. Common eye, hand, finger, leg and foot dexterity exist in many aspects of daily functions. Mental application utilizes memory for details, verbal and written instructions, emotional stability, discriminating thinking and guided problem solving. May be required to lift in excess of 50 pounds in the normal course of job performance.
