This position is in Compliance Response and Remediation (CGR), Compliance and Governance (CG), Compliance, Audit, and Risk (C), Executive Office (A), Bonneville Power Administration (BPA).

The Compliance Response and Remediation Supervisor and provides planning, development, & administration of programs, systems, and processes that are functionally critical for successful management and support of BPA's implementation of programs ensuring governance of BPA's regulatory and business obligations.

Qualifications:

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized Experience is defined as: 1) experience providing direction and leadership towards the development of detailed plans, goals, objectives, and criteria for the long range administration and implementation of a compliance program, and 2) developing criteria for evaluating agency progress toward reaching program goals.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a Supervisory Management Specialist, you will:
  • Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate.
  • Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work.
  • Plan, develop, and administer the programs, systems, and processes that are functionally critical for successful management and support of BPA's implementation of programs ensuring governance of BPA's regulatory and business obligations including reporting and tracking technology for governance, risk, compliance, and controls; managing the BPA code of conduct; remediation action plan tracking and reporting; employee concerns under DOE Order 442.1B and other authorities; internal investigations from the BPA hotline and other sources; and shaping BPA's policies and practices as these policies and practices relate to these activities.
  • Represent CG, C, and/or the BPA in working directly with executive-level personnel, managers, and staff in BPA; other Federal agencies; State and local authorities; public and privately-owned utilities, manufacturers and providers of goods and services utilized by BPA; private industry; public groups; and any appropriate regulatory organizations.
  • Manage systems and tools used to manage compliance programs through dedicated staff and serving as the focal point with the vendor and BPA regarding contract modifications, training and support, and other maintenance requirements for the tools.
  • Serve as a focal point for BPA-level reporting to the Department on a broad array of topics.
