Position Description
The Office of Government Relations is on the lookout for a highly motivated individual with a strong background in legislative, regulatory, and budget analysis, advocacy, and communications to join our team as a leader in advancing child health priorities. Director of State Government Relations responsibilities:
Hospital legislative, budget and regulatory priorities: Responsible for the strategic oversight and administrative leadership of BCH's state policy advocacy agenda to advance the financial, operational and child health priorities. Develop policy proposals for issues impacting child health access, coverage, quality and care delivery. Develop legislative and regulatory language and budget items for high priority areas. Provide guidance and leadership to the teams strategic efforts on state-wide policy concerns and anticipate future challenges and opportunities while monitoring the changes in state policy, regulations, and sub-regulatory processes.
Communications: Develop communication strategies to raise awareness of the Hospitals priorities and commitment to the community and engage internal experts and depts about current policy and proposed policy changes. Plan and execute compelling legislative and administrative pitches, including the development of messaging points, formal testimony, supporting data, and financial information. Provide in-depth analysis of complex regulatory issues, reports, and trends
Relationships with key decision makers: As a highly visible leader in the child advocacy space, develop and maintain strategic external relationships with state policymakers, elected and appointed officials, supporters, and community and opinion leaders. Responsible for proactively identifying and facilitating conversations and relationships between the VP of GR, the Hospitals leadership, and other leaders with key policy makers. Oversee the planning and execution of policy briefings, tours, meetings, trainings, and other events designed to educate government officials and community leaders.
Advocacy efforts: Serve as a registered lobbyist on behalf of the Hospitals interests at the state level. Coordinate coalition-based advocacy efforts on policy issues, often serving in a leadership role. Prioritize advocacy opportunities, allocate financial and in-kind resources to achieve goals, and build strategic alliances with external orgs and coalitions. Encourage participation in community-led events and activities around relevant issues
To qualify you must have:
A bachelors degree and a minimum of 7-10 years of experience is required
Knowledge of state and federal Medicaid policy and private payor regulatory structure
Expertise in policy analysis, in-depth knowledge of the policy-making process, analytic precision, facility with data interpretation, proactive attention to developing and maintaining strategic relationships, and superior communication and writing skills.
