The mission of the Boston Public Health Commission (BPHC) is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities.

PROGRAM/DEPARTMENT DESCRIPTION
The Division of Healthy Start Systems is in the Child, Adolescent, and Family Health Bureau (CAFH) at the Boston Public Health Commission. The mission of the Division to promote infant, maternal, and family health with a focus on reducing health inequities. The Division includes the following programs: Boston Healthy Start Initiative, Healthy Baby/Healthy Child, Healthy Start in Housing, Welcome Family, and Shirley's Food Pantry and Early Childhood Mental Health. These programs provide support to clients through care coordination, connection to resources, health education, and advocacy.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), has awarded BPHC with the Grant for Expansion and Sustainability of the Comprehensive Community Mental Health Services for Children (also known as the Children's Mental Health Initiative or CMHI), with Serious Emotional Disturbances. The goal is to provide resources to improve the mental health outcomes for children at risk for or with serious emotional disturbances (SED), and their families. SAMHA CMHI supports the implementation, expansion, and integration of the System of Care (SOC) by creating sustainable infrastructure and services. SAMSHA's mission is to lead public
health and service delivery efforts that promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery while ensuring equitable access and better outcomes.

SAMHSA envisions that people with, affected by, or at risk for mental health and substance use conditions receive care, thrive, and achieve wellbeing. SAMSHA's goal and mission is in line with BPHC's strategic plan, as well as our commitment to be a model leader in addressing racial justice and health equity. The Early Childhood Mental Health (ECMH) Program will work to fulfill the Substance Abuse Mental Health Services Administration (SAMHSA) Children's Mental Health Initiative (CMHI) through the promotion of social and emotional wellness in young children and their families in the Boston Area, by identifying and addressing social emotional concerns in children ages birth up to four years old. It will do this by connecting caregivers to a mental health clinician and a coordinator to assess the family strengths and needs and support the family with agreed upon treatment, as well offer entry-level ECMH consultations and spreading awareness of the importance of healthy social emotional development.

Position Description
Mental Health Clinician is responsible for case management and data entry. In addition
to providing ECMH consultation on a four- year SAMSHA CMHI grant. The clinician will work in partnership with the ECMH Team, Healthy Start Systems staff and senior management to strengthen systems of early childhood mental health.

Duties and Responsibilities
  • Working to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti- Racism Policy.
  • Promote health equity, inclusion, and diversity within the BPHC, department, and community.
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Conduct and complete assessments of parent and child.
  • Case management.
  • Participate in all ECMH CMHI related trainings and meetings.
  • Participate in planning and organizing wellness activities and events for families, staff and/or community.
  • Support Coordinator when needed in obtaining data from families for SAMHSA's Performance Accountability and Reporting System (SPARS).
  • Collaborates with external stakeholders Commission to support this project including evaluators, community health centers and others. In partnership with the Research and Evaluation Office, HSS leadership, and evaluation vendors, designs and implements evaluation to determine the reach and impact of the program.
  • Delivers services according to established protocols.
  • Performs other duties as required.
