Bowhead seeks a Staff Planner to support the upcoming National Geospatial-Intelligence Agency, Mission Assurance contract located in St. Louis, MO. The Staff Planner will execute an agency-wide business continuity planning and execution of emergency management preparedness, chemical/biological/radiological/nuclear/high yield explosives preparedness, emergency communications, and test, training, and exercise development and execution. The individual must be adept at interfacing directly with senior executive level officials of the government and providing expert level advice and analysis.
Responsibilities:
- Develop the Plan of Actions & Milestones (POA&M) with metrics that deliver and sustain an integrated mission assurance (MA) program which complies with all National, Executive, DoD and IC directed program elements
- Developing and implement a multi-year strategic management plan that supports of Continuity of Operations (COOP) and integrated business continuity execution, Defense Critical Infrastructure Program, and risk management
- Identify all NGA compliance elements within National, Executive, Federal, DoD, IC, and other applicable government statutes, directives and regulations, and provide insight into government and industry “best practices” / industry standards governing mission assurance, continuity of operations, business continuity, disaster recovery, and defense critical infrastructure protection planning
- Establish and maintain a foundational level continuity process based on federal guidance and best practices, to include an annual auditing process, enterprise management, periodic formal plan audits, and test, training and exercises inclusive of corrective action plans
- Maintain an Agency and Component process-oriented Standard Operating Procedure (SOP) to include a monthly Current Program Assessment (currently known as the Monthly Readiness Metrics) reflecting individual Component status of program strength and planning review and leadership support to continuity planning, an Agency aggregate metric, and event management organization-focused metrics
- Develop, maintain, monitor, and improve NGA COOP, and COOP Implementation to include administration of, and training on, the NGA Computerized Emergency Notification System (CENS); seamless transition of Normal and event Management activities; and develop into a repeatable and exercisable program process supporting COOP Operational Readiness
- Develop and maintain continuity program documentation, to include: NGA implementation of policy/guidance in support of National, DoD and ODNI policy, plans and procedures; file management plan, archiving process and oversight; internal and external assessment reports and briefings; integrated continuity test, training and exercise (TT&E) program; NGA COOP Plan (updated as required, reviewed annually, and re-issued bi-annually per federal requirements); scenario-specific MA Plans; and a NGA Front Office and NGA Operations Center (NOC) enterprise Business Continuity Plan (BCP) / IT Disaster Recovery (ITDR) plan
- Integrate CIP requirements into Continuity Planning
- Develop, maintain, and monitor COOP Readiness Metrics and provide a means of displaying for NGA, NSG, and National leadership relevant COOP readiness metrics and status
- Provide assistance at NGA Alternate Site locations, to include conducting facility tours to NGA Leadership, facilitating all alternate site TT&E requirements, and ensuring all COOP requirements are met during a contingency event
- Support NGA Adaptive Planning efforts by developing Mission Assurance plans/appendices to NGA Concept of Operations Plans (CONPLANs), Operational Plans (OPLANs), and specifically GEOINT Functional Support Plans (FSPs)
- Support NGA Lapse of Appropriations/Furlough Planning efforts by developing and maintaining the Agency Lapse of Appropriations SOP and the Agency Lapse of Appropriations Checklist

- 11 years of leadership and management experience
- Led at least one team with a minimum of seven people on the team
- FEMA Level 1 Professional (PCP) certification from the Emergency Management Institute within 180 days
- Associate Business Continuity Professional (ABCP) certification or higher
- IT AGILE certification (SCRUM, KANBAN, etc.)
- Proficient in the use of Microsoft Office Word, Excel, and PowerPoint
- At least five (5) years of operational experience in contingency environments executing movement/relocation, providing courses of action, and managing logistical support to senior level government officials.
- Excellent written and interpersonal skills; ability to work creatively and analytically in a problem-solving environment; and strong client relationship skills.
